At today’s (March 30th) press conference, the person in charge said that the treatment of new pollutants should focus on "screening, evaluation, control" and "prohibition, reduction and treatment".

Ren Yong, Director of Solid Waste and Chemicals Department of the Ministry of Ecology and Environment:The general idea of new pollutant control is to screen and evaluate the environmental risks of toxic and harmful chemicals, and then "screen" and "evaluate" the new pollutants that need to be controlled, and then control the key new pollutants in the whole process, including the source prohibition of production and use, process emission reduction and terminal treatment.

In recent years, the Ministry of Ecology and Environment, together with relevant departments, first revised the Measures for the Registration of Environmental Management of New Chemicals and formulated technical specifications such as Technical Methods for Environmental Risk Assessment of Chemicals. Strengthen the management of source access and continue to carry out environmental management registration of new chemical substances. For example, in 2021, a total of 564 new chemical substances were registered and more than 500 environmental risk control measures were proposed. In addition, the relevant departments have issued two batches of the List of Chemicals for Priority Control, including 40 kinds of chemicals that should be controlled first, and eliminated 20 kinds of persistent organic pollutants.

At present, the Ministry of Ecology and Environment, together with the National Development and Reform Commission and other 13 departments, is studying and formulating an action plan for the treatment of new pollutants, and put forward the overall requirements, main objectives, action measures and safeguard measures for the treatment of new pollutants in China during the 14 th Five-Year Plan period.
