The person in charge of the Department of Environmental Impact Assessment and Emission Management of the Ministry of Ecology and Environment answered questions from reporters about two standards, such

Recently, the Ministry of Ecology and Environment has issued the technical guide for accounting the pollution sources of automobile manufacturing and ceramic products manufacturing (hereinafter referred to as the "guide") as the national environmental protection standard. The relevant person in charge of the Department of Environmental Impact Assessment and Emission Management of the Ministry of Ecology and Environment answered the reporter’s questions on the compilation background, main contents, industry characteristics and implementation focus of the guide.

Q: What is the position of the technical guide of source strength accounting in the EIA technical system? What problems are mainly solved? What is the overall progress in the construction of the current source strength system?

A:The environmental impact assessment system has been developed in China for nearly forty years. Along the way, the technical guideline system of environmental impact assessment has developed from scratch, from scattered to systematic, and has formed a relatively complete technical specification system composed of guideline general outline, factor guideline, industry guideline, thematic guideline and source strength accounting technical guideline. Among them, the source intensity guide is a technical method to standardize the selection and accounting of pollutant source intensity in construction projects, which is conducive to mastering the emission law of pollution sources, improving the accuracy and scientificity of source intensity accounting, and providing support for the fine management of pollution sources.

In view of the problems existing in the source strength accounting of environmental impact assessment of construction projects, such as incomplete identification of pollution sources and determination of pollutants, insufficient consideration of the activity level of pollution sources and the effective time of discharging pollutants, and nonstandard and inconsistent accounting methods, the source strength guide unifies the source items such as pollution sources and pollutants, and solves the problem of missing items in source strength identification in environmental impact assessment; The accounting period is unified, reflecting the effective time of pollutant discharge from various pollution sources in the industry, especially considering the characteristics of equipment that runs intermittently and equipment that needs maintenance and shutdown; Unifying the calculation method is convenient for the examination and approval personnel to judge the quality of project EIA documents from a technical point of view, which is of great significance to improve the management level of project EIA. Since 2018, the Ministry of Ecology and Environment has successively issued the Technical Guidelines for Pollution Source Strength Accounting (hereinafter referred to as "Guidelines") and the source strength guidelines for 17 key industries such as thermal power, pulp and paper, steel, cement, flat glass, pharmaceuticals, pesticides and fertilizers, which have played a positive role in standardizing industry source strength accounting.

The source strength guidelines for automobile manufacturing and ceramic products manufacturing issued this time are the development and improvement of the standard system of source strength guidelines, and the overall idea continues the requirements of the guidelines. In the identification of pollution sources, it covers all processes, places, facilities or devices that may produce waste gas, waste water pollutants, noise and solid waste; In accounting methods, including the measured method, material balance algorithm, pollution coefficient method, analogy method and experiment method. In addition, the overall framework and content are consistent with the published source strength guide. In the next step, we will promote the compilation and revision of the source strength guide according to the management needs.

Q: After the institutional reform, the responsibility of pollutant discharge permit was assigned to the newly established Environmental Assessment Department. Compared with the previous guidelines, what work has been done in the connection with pollutant discharge permit?

A:The technical guide of source strength accounting is an important means to accelerate the reform of environmental assessment and licensing system and establish a streamlined, efficient, scientific and reasonable environmental management system for stationary pollution sources. The previously published series of source intensity guidelines have been fully connected and consistent with the Technical Specification for Application and Issuance of Pollution Discharge Permit (hereinafter referred to as "Permit Specification") in terms of application scope and accounting method, including making it clear that the source intensity guidelines are applicable to new (renovated) and existing engineering pollution sources, and can be used for environmental assessment, pollution discharge permit and other fixed pollution source management, among which the accounting method of organized source intensity of existing engineering waste gas and wastewater is the same as the permit specification.

After the institutional reform, in order to implement the requirements of the Notice on Doing a Good Job in Linking the Environmental Impact Assessment System with the Discharge Permit System (Environmental Assessment [2017] No.84) and promote the deep connection between the environmental assessment and the permit system, the two guidelines issued this time have deepened the following contents: First, it is proposed that the emissions of major discharge outlets and general discharge outlets need to be accounted, which is consistent with the permitted emissions calculated by the permit specification; Second, in the attached table "List of Accounting Results and Related Parameters of Pollution Sources", the column of "Discharge Outlet Type" is added, which requires identifying the main discharge outlet and general discharge outlet corresponding to a single pollution source, which is not only connected with the permit, but also based on the requirements of Atmospheric Environment (HJ 2.2) (hereinafter referred to as "Atmospheric Guide"), and accounts for the organized discharge of the main discharge outlet, general discharge outlet and the whole plant, so that the source can be controlled.

Q: What are the characteristics and innovations of the automobile manufacturing source guide from the industry point of view?

The main pollutants emitted by automobile manufacturing industry are volatile organic compounds (VOCs), which is a major concern in the Three-year Action Plan to Win the Blue Sky Defence War, the Work Plan for the Prevention and Control of VOCs Pollution in the Thirteenth Five-Year Plan and the Comprehensive Treatment Plan for VOCs in Key Industries. The characteristics and innovations of this guide in the industry mainly include:

First, the accounting method highlights the characteristics of the industry, especially the use of volatile organic matter material balance algorithm is refined. For the material balance algorithm that the source of volatile organic compounds in automobile manufacturing industry belongs to "organic solvent use" and is discharged through "non-single process", the emission standard compilation process of American Air Pollutant Emission Factor Compilation (AP-42 Manual), German Institution of Engineers "Emission Control-Mass Production of Automobile Body Painting" (VDI3455 Standard) and automobile manufacturing places such as Beijing, Shanghai, Shandong, Guangdong and Zhejiang are integrated.

The second is to implement the latest standards and environmental protection policies. For example, the requirements of "dual control of emission concentration and removal efficiency" put forward in the newly issued Unorganized Emission Control Standard for Volatile Organic Compounds (GB 37822) and the Notice on Printing and Distributing the Comprehensive Treatment Scheme for Volatile Organic Compounds in Key Industries (Huan Da Qing [2019] No.53) are fully reflected in the accounting requirements of the vehicle source strength guide.

Q: What are the characteristics and innovations of the source strength guide for ceramic products manufacturing from the industry point of view?

Ceramic products manufacturing industry has a large emission of air pollutants, which is the key control industry determined in the Comprehensive Control Plan for Air Pollution in Industrial Kilns. The main emission sources are firing kilns and spray drying towers (hot stoves). The characteristics and innovations of this guide in the industry are as follows:

First, it is clear for the first time that when the material balance algorithm is used to calculate the intensity of sulfur dioxide source, the sulfur input by fuel and the sulfur input by raw materials should be considered comprehensively. In the process of compiling the guide, a confirmatory experiment was carried out to study the transportation and transformation of sulfur in ceramic products industry, and 42 samples from 6 companies were tested, resulting in 22 test reports. The experimental results show that the proportion of sulfur input from raw materials is high when using clean fuel, and the sulfur input from raw materials should be considered in the sulfur dioxide material balance formula.

The second is to further understand the operation of ceramic products manufacturing facilities and the law of waste gas emission, which is reflected in the accounting requirements. The appendix of the guide gives the data reference values of the emission laws of waste gas pollutants from the main production facilities and processes of ceramic products manufacturing, including the fluctuation of source intensity in facilities hours, the generation laws of pollutants such as normal production, shutdown arrangements and annual emissions, which is of great guiding significance for reasonably determining the source intensity and prediction parameters, facilitating the application of source intensity accounting results to atmospheric guidelines, guiding specific construction projects to set up reasonable prediction scenarios, and scientifically carrying out predictions and judging the acceptability of environmental impacts.

The third is to clarify the requirements of special circumstances such as limited production and suspension of production in the ceramic products industry.Under special circumstances, such as dealing with heavy polluted weather, the situation of stopping production in ceramic products manufacturing industry is not regarded as "abnormal working conditions" referred to in the guide. It is clear in the appendix of the guide that the situation of stopping production and limiting production should be considered when calculating the allowable emissions.

"Two Screens" Policy Knowledge Publicity on People’s Livelihood (II) —— Prenatal Screening and Prenatal Diagnosis

Birth defects, also known as congenital anomalies, refer to the abnormalities in morphology, structure, function, metabolism, behavior and other aspects caused by the disorder of baby’s development in the mother’s womb before birth, which can be caused by genetic and environmental factors. There are four common types: ① congenital malformation; ② Hereditary metabolic diseases; ③ Congenital disability; 4 mental retardation. China is a populous country in the world, and the incidence of defective infants is about 5.6%, which is an important cause of early abortion, stillbirth, congenital disability, perinatal and infant death.

Three-level prevention and control of birth defects is a comprehensive prevention and control system covering pre-pregnancy, pregnancy and postpartum stages. Prenatal screening and prenatal diagnosis belong to the category of secondary prevention of birth defects. Its purpose is to minimize the birth of newborns with serious defects such as severe illness, severe disability or fatal diseases. They make up for the primary prevention and further prevent and control the tertiary prevention, and play an important role in the birth defect prevention and control system.

I believe pregnant mothers have heard the names of "prenatal screening" and "prenatal diagnosis" many times. What are prenatal screening and prenatal diagnosis? What is the difference between the two? Let Xiaobian give you one together. ……

First, about prenatal screening

To put it simply, prenatal screening mainly uses some basic and simple methods to screen the fetus for birth defects and malformations, such as serological screening and medical image screening, so as to judge the probability of the fetus suffering from some birth defects or genetic diseases such as Down syndrome and open neural tube defects. Commonly used screening methods include:

(1) Down syndrome screening technology. Down’s syndrome screening technology is the most widely used prenatal screening method in clinic at present. It detects the concentrations of alpha-fetoprotein (AFP), chorionic gonadotropin (HCG) and free estriol (FE3) in maternal blood by extracting the peripheral blood of pregnant women at 15-20+6 weeks of pregnancy, and calculates the detection method of fetal risk coefficient with birth defects in combination with the gestational age, weight and age of pregnant women. The detection method is mainly aimed at the risk assessment of Down syndrome (trisomy 21), trisomy 18 syndrome and congenital neural tube defects. The detection method has the advantages of fast detection speed and low cost, but the false negative and false positive rates of this method are high, and the method fails to cover all the population, and there are many factors that affect the results (including the age and weight of pregnant women, diabetes, medication during pregnancy, etc.). Only the risks of Down syndrome, trisomy 18 syndrome and neural tube defects are predicted, and the number and structure of other chromosomes cannot give specific risk values, so there are strict requirements for pregnant women’s gestational age. The emphasis is on screening, and the screening results generally show low risk, critical risk and high risk. Screening out high risk does not mean that there must be some diseases in the fetus, and it needs to be further diagnosed by prenatal diagnosis technology.

(2) Non-invasive prenatal screening technology. That is to say, we often say that the detection of fetal free DNA in maternal peripheral blood is more sensitive and specific than screening for Down syndrome. Routine non-invasive three methods can screen 13- trisomy, 18- trisomy and 21- trisomy, while non-invasive PLUS developed in some hospitals can screen nearly 100 kinds of fetal chromosomal abnormalities. However, this technology still belongs to prenatal screening and its cost is high, so it can’t detect fetal congenital neural tube defects. If the test result is high risk, further prenatal diagnosis is needed to confirm the diagnosis. The advantage of this test project is that it can be tested after 12 weeks of pregnancy, and only 10 ml of venous blood of pregnant women is needed, and the results can be obtained in a few days. Because this method is non-invasive and painless, it can avoid the risk of abortion and infection caused by amniocentesis. However, it is not perfect. The disadvantages of this technology are: First, it can’t detect twins or multiple births, because it can’t judge which fetus the free DNA in pregnant women’s blood comes from; Second, if the mother’s own chromosome has problems, such as aneuploidy or chimera, then this technique is also not applicable; Third, if the pregnant woman has recently received allogeneic blood transfusion, the foreign DNA will interfere with the analysis results, and it is not suitable for this technology.

(3) Prenatal ultrasonic structure screening technology. At present, B-ultrasound examination is commonly used in clinic, which is the most widely used examination method in obstetrics. It is mainly used in: ① it can directly monitor the growth and development of the fetus and observe whether there are morphological abnormalities in the fetus, such as fetal neural tube development defects, skull abnormalities, visceral malformations, etc.; ② Confirm the gestational age, and calculate the risk of Down’s syndrome (DS) by risk calculation software, combining with serological screening markers; ③ Used to mediate chorionic sampling, amniocentesis and umbilical cord puncture; ④ The nuchal translucency (NT) and nuchal fold (NF) of fetus were detected. NT and NF are the most commonly used and effective indicators for ultrasound screening of Down syndrome. NT detection is mostly in the first trimester (10 ~ 14 weeks of pregnancy). When the thickness of transparent layer of fetal neck is more than 3 mm, DS high-risk pregnancy is considered. NF is mainly used for screening in the second trimester (16-24 weeks of pregnancy). When the fetal NF thickness is greater than or equal to 5 mm at 16-18 weeks of pregnancy, and the fetal NF thickness is greater than or equal to 6 mm at 19-24 weeks of pregnancy, it is considered as a DS high-risk pregnancy. Therefore, ultrasound, as a non-invasive examination method, has always played an important role in prenatal screening. It can not only detect fetal development, but also detect some serious fetal malformations and pregnancy complications. If abnormalities are found, further prenatal diagnosis and testing are needed.

Second, about prenatal diagnosis

Prenatal diagnosis refers to the detection and diagnosis of the development status and diseases of the embryo or fetus through certain methods before birth, which is the key link to prevent birth defects.

Prenatal diagnosis is based on prenatal screening or aimed at high-risk pregnant women. Therefore, prenatal diagnosis can be used to further diagnose the disease. Karyotype analysis of amniotic fluid (chorionic villus or umbilical cord blood) cell culture is a traditional method, which is called the "gold standard" for prenatal diagnosis.

So what is chromosome karyotype analysis?

Fetal karyotype is mainly based on the development of amniocentesis, chorionic villus biopsy and umbilical vein puncture technology, and the analysis of fetal karyotype has become the most widely used technology for prenatal diagnosis. This technique has high diagnostic accuracy and high reliability in clinic, so it is the gold standard for prenatal diagnosis.

It is necessary to remind expectant mothers that although prenatal diagnosis technology in China has developed by leaps and bounds, cytogenetics technology, molecular biology technology and gene sequencing technology have continued to develop, at present, all technologies still have their limitations, and prenatal diagnosis technology cannot detect all fetal abnormalities.

"Qingyu Nian" was sued for paying ahead of time. How can Tencent iQIYI earn a decent income?

It seems that 50 yuan has triggered a lawsuit, but it is actually a collective counterattack by consumers against the company’s business model.

Text | Sixth Sense

It is difficult to make a play, even more difficult to watch a good play, and it is even more difficult to follow the hit online drama "Celebration of More Than Years". How difficult? 50 yuan, making Tencent Video and VIP members enemies and going to court.

On December 11, 46 episodes of "Qingyu Nian" were broadcast to 22 episodes, and a charging window suddenly popped up on the screen. Fans who were chasing the drama were informed that Tencent Video and iQIYI Video had launched the "Qingyu Nian" VIP advanced on-demand service, that is, on the basis of VIP watching 6 episodes first, VIP members can watch 6 more episodes during the update by paying another 50 yuan.

VVIP is set up outside of VIP, and the on-demand mode directly touches the bottom line of users, causing thousands of waves with one stone. Some users are angry: "It’s too ugly to eat" "It’s crazy to think about money" "This operation is really slutty." The People’s Daily immediately issued an article criticizing "some websites that are caught in the water, burning forests and hunting, and destroying their future." For a time, the video platform became the target of public criticism, and the criticism was boiling.

Things continued to ferment until December 17, and Tencent and iQIYI, who were unable to bear the pressure of public opinion, responded one after another, admitting that they were "not considerate enough to members’ consumption psychology". "The original intention was to meet user requests, but it was not done well." However, as of December 19, the advanced payment on-demand model was still not removed from the shelves. iQIYI adjusted the charging rules to VIP members to conduct on-demand at a price of 3 yuan per episode. After watching the rest of the plot, it cost a total of 63 yuan, which did not drop but rose.

In the face of a series of operations on the video platform, most users said they could no longer bear it and had to protect their rights. Weibo blogger @logos logicspublished a public post on the 19th, saying that he had sued Tencent, demanding confirmation of multiple terms under the Tencent Video Super Film and Television VIP membership service agreement, and compensation for economic losses of 500 yuan. This move triggered 24,000 people to participate in the discussion, and the number of supporters continued to rise.

A domineering president-like increase in money on demand has made the video platform a "public enemy of the whole people". Regardless of whether the lawsuit is won or lost, the platform’s reputation has been greatly backlashed. It seems that 50 yuan has triggered a lawsuit, but it is actually a collective counterattack by consumers against the business model of the enterprise. For video platforms, business conduct is understandable, but how to make users willing to pay for a variety of payment methods and earn decent money? This requires deep thinking.

Is it worth watching 6 more episodes for 50 yuan?

In fact, the model of advanced on-demand is not the first of "Celebration of More Than Years". This summer’s hot "Chen Qing Ling" also adopted the method of advance on-demand in the final finale. Whether it is VIP or SVIP, users can pay 6 yuan for a single episode, or directly unlock it for 30 yuan to the finale. In addition, the finale is not sold alone, that is, users must spend 30 yuan to see the finale.

This move also attracted a crusade, but at the same time, users have to pay for it, more than one million people pay on demand, according to the package price of 30 yuan, Tencent overnight nearly 80 million yuan in the bag.

After "Chen Qing Ling", latecomers have followed suit. As of now, with the addition of "Celebrating More Than a Year", five episodes have been launched in an attempt to advance on-demand: the manga drama "Once Upon a Time There Was a Spirit Sword Mountain", users can watch the last five episodes in advance for 12 yuan; the urban romance drama "You Without Secrets" remade from "Hear Your Voice", users pay 2 yuan to watch the next episode in advance, and pay 3 yuan to unlock to the finale; the ancient costume romance drama "The Bright Moon Shines on My Heart" launched members to spend an additional 12 yuan to enjoy the last 6 episodes of the finale.

The video platform has tried to test the bottom line of users again and again. Why did "Qingyu Nian" become the "scene of a large car accident"? "Behind the scenes" believes that this is directly related to the user attributes corresponding to various dramas.

When "Chen Qing Ling" was broadcast, the reputation was not good in the first week, complaining more than praising. Later, the breakthrough in the promotion of the series was transferred to the marketing point of the two male protagonists’ appearance, attracting a large number of fans. The biggest difference between fans and fans is that the focus is on Idol itself, willing to pay for idols and regard spending money as support, which is fundamentally different from the mentality of fans who watch the show in advance.

After that, the manga drama "Once Upon a Time There Was a Spirit Sword Mountain", the remake drama "You Without Secrets", and the ancient costume romance drama "The Bright Moon Shines on My Heart" all hit the secondary payment point at the "Unlocked Finale". From the perspective of the mentality of the drama fans, spending money once can see the end, and you don’t have to worry about waiting for more, which is equivalent to solving the problem at one time.

As the popular drama "Celebration of More Than a Year" at the end of 2019, the identity of the drama chaser is relatively complex and can be roughly divided into three categories:

◆ The first is the original party. The original novel "Qingyu Nian" was first published in Qidian Chinese in 2007. It is an early work of the platinum writer China Literature Limited, and it is also its famous work. Compared with the general adaptation, "Qingyu Nian" opened with a comic and humorous style, which won the favor of many original parties, which also won the first batch of fans for the script itself.

Secondly, there is the fan club. "Celebration of More Than a Year" brings together young idol stars such as Zhang Ruoyun, Li Qin, Xiao Zhan, Song Yi, and Li Chun. Chen Daoming, Wu Gang, and other actors are blessed. They have their own fan attributes, and girls and women take it all, which coincides with "Chen Qing Ling".

◆ Finally, there are drama chasers, who belong to retail investors. Most of them come for the reputation and popularity of the drama, and the purpose is simply to watch the drama. Therefore, it is not difficult to infer that the drama chasers in "Qingyu Nian" cover a wide range of age groups, and most of them are rational drama watchers.

The video platform obviously did not understand the user. "Qingyu Nian" chose to start on-demand in the 22nd episode, which was more than half ahead of the previous drama. The so-called advanced on-demand was only to quench the hunger and thirst for a week. Even if the drama fans spent 50 yuan, they still couldn’t get rid of more suffering. For VIP users, the meaning of VIP lies in dignity, privilege, level, and identity. If you pay for the second time without prior notice, you will disregard the user’s right to know. It doesn’t matter whether you spend money or not. The key is not this truth. On the other hand, "Qingyu Nian" suffered copyright leakage, and the number of pirated episodes was more than that of advanced on-demand. For the time being, regardless of piracy violations and violations, from the choice level, it has already provided a new release outlet for drama fans. Internal and external factors are mixed together, and the video platform naturally causes fans to boycott.

"Advanced on-demand" is just the beginning?

The emergence of "advanced on-demand" is not a whim of video platforms. "Behind the scenes" understands that behind the pay-and-pay is a reflection of the difficulties and pressures currently facing video platforms.

According to official data, in 2018, the three video platforms of "Aiyouteng" lost a total of about 19 billion yuan. In 2019, the loss continued to grow. The third quarter report of 2019 released by iQIYI showed that the net loss in the quarter reached 3.70 billion yuan, an increase of 19.4% compared with the loss in the same period last year.

The losses are caused by various factors, but in the final analysis, there are problems with the business model of Internet audio-visual. As early as 2018, Yang Weidong, the former rotating president of Alibaba Entertainment, bluntly said, "If the business model is just pure advertising and membership buyout model, there is no problem with simple production, purchase and sales relationships. But as the investment in head content gradually increases, the value of content cannot be fully digested by advertising and membership alone. Video platforms will usher in a cold winter after the capital ebb."

Looking back over the past few years, under the impetus of "content is king", the copyright battle between video-based websites has become more and more intense. In the era of PC Internet video in 2013, the competition for video rights triggered a "money-burning war".

In 2013, Sohu Video spent nearly 100 million to buy the exclusive broadcast rights of "The Voice of China"; in 2014, iQIYI bought the "Dad Where to 2", "Happy Camp", "Every Day Up", "Variety Big Coffee Show" and "Let’s Date" in one breath. The copyright of the five variety shows cost close to 200 million yuan; in 2015, Tencent bought NBA exclusive broadcast rights for 5 years and 500 million dollars.

The competition of online video platforms has caused copyright fees to soar. It is understood that in 2006, the copyright fee for a single episode of "Wulin Gaiden" was 1250 yuan; in 2011, the copyright fee for a single episode of "Step by Step" was more than 700,000 yuan; in 2016, the copyright fee for a single episode of "Ruyi Chuan" was 9 million yuan… In just ten years, the copyright fee has skyrocketed by 7,200 times, which is naturally the main reason why Internet video platforms are difficult to make profits.

In the second half of 2018, salary restrictions and entertainment restrictions were introduced one after another, and the copyright cost of video platforms decreased. But new problems have come again. First, the overall slowdown in the growth rate of the industry. In 2018, the overall user growth rate of online video has dropped to 5.7%, compared with 25.5% in 2008. According to QuestMobile statistics, as of June 2019, the number of active users of online video increased by only 2.4% year-on-year, which is the lowest level in the pan-entertainment industry. Second, as the entertainment industry encounters a capital winter, advertisers have taken a conservative attitude towards the overall growth of the marketing budget of video platforms. This is undoubtedly worse for video platforms that achieve commercial closed-loop through "new user acquisition through ads" and merchant advertising.

In response to the "Qingyu Nian" advanced on-demand incident, both platforms involved gave official responses. Wang Juan, vice president of Tencent Video, said, "We have also thought about the controversy caused by" Qingyu Nian "this time, and we are still not considerate enough in our understanding of members’ notification and consumer psychology. In the future, we will further optimize and enhance the service experience of members, and bring you more high-quality content and considerate service." iQIYI also made a similar statement. Dai Ying, vice president of iQIYI and general manager of the self-produced drama development center, said, "Our original intention is to meet users’ more diverse content needs, but we may not have done a good job. In the future, we hope to take more into account users’ psychology and do a good job in the design and notification of the broadcast."

The anxiety of video platforms comes from the disparity between revenue and cost, so exploring new business growth points will become inevitable. For users, "advanced on-demand" is just the beginning. Compared with the forced buying and selling of "Qingyu Nian", the difference in the future will only be the improvement of consumer comfort.

How can video platforms earn a decent income?

The video industry is an early industry of the Internet. As early as 2005, Tudou was launched. In 2006, Youku was launched, and the industry has a history of more than ten years. At present, the companies in the first camp of the video industry include iQIYI, Tencent Video, Youku, and Mango TV, PPTV, etc. Unfortunately, these video platforms are all lossmaking.

Looking at the foreign video industry, it is a hot one. In the early morning of October 17, Netflix, the largest video platform in the United States, announced its third-quarter financial results for this year. According to the financial data, Netflix’s third-quarter revenue was $5.245 billion, an increase of 31.1% over the same period last year’s $3.999 billion. Net profit was $665 million, an increase of 65% over the same period last year’s $403 million. At the same time, in November this year, Apple TV + and Disney + were launched one after another, and Disney + gained 4 million users in the first month and received $55 million in revenue.

"Behind the scenes" Horizontal comparison found that these foreign profitable mainstream video platforms have exclusive profit models, which is also a good reference for domestic video platforms.

1) Increase the price of membership fees and make a good transition to new and old customers

Judging from the "Qingyu Nian" storm, it is not easy for members of video websites to raise prices. Netflix also encountered such a development crisis in 2014. At that time, Netflix’s approach was to divide members of different levels according to the resolution and sound effects of video signals. First, the price was raised for new high definition members, from the original $7.99/month to $9.99/month, and old users enjoyed the price of $7.99 until two years later. In this way, not only did it fully respect the existing rights of old users, but also allowed new members to enjoy better high definition services. Correspondingly, Netflix’s paid members still increased by 18.9% in 2014.

Apple TV + and Disney +, which launched in November this year, have also done their homework on the user experience. Both new services support 4K and HDR format content. The increasing technological content brings users a sense of freshness, and the membership fee increase naturally becomes appropriate.

2) Homemade content, deeply engaging users

High-quality and unique content, available only to paying subscribers, has always been a must-kill weapon for Netflix to dominate the market. Have you seen the TV series "House of Cards"? Former US President Barack Obama is said to be fascinated by it and complained that the sequel is too slow. Some even say that the plot of "House of Cards" will affect the outcome of the US presidential election. Its production and distribution company is Netflix.

How strong is Netflix’s homemade content? On December 10, 2019, at the Golden Globe Awards, known as the "Oscar weathervane", it successfully led with 17 nominations in the TV category and 17 nominations in the film category. This seems to mean that Netflix is not far from the Academy Awards for Best Picture. Spending money, throwing money, or throwing money, under the strategy of desperately making content, Netflix’s goal must not only be the Oscars. It is Netflix’s ambition to bring the film and television industry to the main track of streaming media.

Coincidentally, on December 17, 2019, the Shanghai Magnolia Awards announced that online dramas will also be able to participate in the competition from next year. This is undoubtedly a good opportunity for domestic video platforms to break through the circle and gain mainstream recognition in the industry, and it is bound to stimulate the high-quality development of online dramas.

3) Multimeson propagation to expand overseas markets

Every industry has a bonus period and a ceiling. In September 2010, Netflix took the first step in overseas expansion – entering Canada, and in the following six years, it has been deployed in more than 190 countries and regions around the world. In July this year, Netflix also extended its tentacles to India, launching a subscription model for Indian mobile phone users only 199 rupees per month. In addition, at the beginning of this year, Netflix also won the global streaming rights of "Wandering Earth" except for the Chinese mainland. Then, in April this year, Netflix announced that it had obtained the exclusive broadcast rights of Korean dramas "The Abyss", "Spring Night" and "Asda Chronicles". Netflix Chief Content Officer Ted Sarandos disclosed that Netflix’s current paying user growth is mainly from the international market.

In recent years, Netflix has also been exploring multi-meson communication, and has deployed in three OTT devices with the highest popularity of streaming media players/playback sticks, smart TVs, and game consoles. According to the latest survey data, Netflix has become the most frequently used platform on TV in the United States, surpassing traditional cable TV and cable broadcasting. Recently, Netflix also announced the lease of New York’s iconic cinema, the Paris Theater, and plans to use this location for special events, screenings, and theatrical releases of some large-scale works.

A discussion on the profit model of the video industry triggered by the on-demand model of "Qingyu Nian" is far from over. It is foreseeable that the way to increase profits should not be to pick up users’ wool, but how to improve service quality and formulate reasonable charging standards. Looking to the future, the potential of long and short video aggregation, the new opportunities brought by users’ willingness to pay, the new value generated by cross-content ecological linkage, and the vast international market will all be opportunities for the domestic video industry.

The new mode of "employment in internet plus" has inserted wings for college graduates to "seek jobs in the cloud"

Digitalization of education is an important foundation for building an educational power. Facing the advent of the digital age, with the rapid development of new information dissemination channels such as the Internet, the education system has firmly grasped the strategic opportunity of digital education development, widely applied the new mode of "employment in internet plus", and provided rich policies, job information and guidance services around the needs of college graduates in the process of job hunting and employment, thus providing wings for college graduates to "cloud job hunting".

Cloud recruitment helps graduates to find jobs accurately.

Online recruitment information is pushed, online job fairs are held, and live posts are broadcast … From "face to face" to "screen to screen", the education system builds a good job-seeking platform for graduates and accurately pushes high-quality job resources to graduates in need. "Cloud recruitment" has gradually become an important channel for college graduates to apply for jobs, ensuring that college graduates’ employment is "not dropped".

The Ministry of Education actively promotes the strategic action of digitalization of education. On the basis of the original platform, it has newly upgraded and built the "National Employment Service Platform for College Students". By building a "full-time, intelligent" platform for 24 hours and 365 days, it will provide better "internet plus Employment" service for graduates and employers, strengthen the connection between supply and demand, and accelerate the sharing of employment resources. In the eyes of college graduates, this is a platform to empower job hunting. The employment services provided by the platform for graduates cover the whole job hunting cycle from employment intention registration, resume production, job inquiry, job interview to online signing. During the 2023 Employment Promotion Week for College Graduates, the National Employment Service Platform for College Students held 14 online recruitment activities intensively, with more than 15,000 employers participating and providing more than 800,000 job information.

Colleges and universities all over the country continue to accurately push employment information to graduates through online platforms while carrying out offline "visiting enterprises to promote employment" and "all enterprises enter the campus" recruitment activities. On Donghua University Student Employment and Entrepreneurship Service Network and "Donghua Employment" WeChat WeChat official account, graduates can search the industry, nature and type of the recruiting unit according to their job hunting intentions.

Colleges and universities around the country have also explored and tried to "bring people live" and "recommend" jobs for graduates. Shanghai Ocean University leaders, college leaders, professional teachers and graduating class counselors took turns to walk into the live broadcast room and set up recruitment sessions to promote graduates to employers. In order to make the live broadcast promotion more accurate, the school combed and analyzed the industries and industries corresponding to its own disciplines and majors, and delineated key cooperative enterprises.

The Education Department of Hebei Province organized the live broadcast of college graduates to help them find jobs, and invited 3-4 job recommendation officers each time to introduce the general situation of employers and recommend high-quality jobs for graduates. At the online self-recommendation matchmaking meeting in west anhui university, graduates actively introduced their learning experience, social practice, job hunting intention and other information in the live broadcast room, and the staff of the employer met the students "face to face" and chose their favorite positions in two-way docking.

Cloud guidance, providing rich employment guidance resources

Strengthening the employment guidance service will help graduates understand the national employment policies, objectively understand themselves, find a correct position, and then establish a correct outlook on success, occupation and employment. When the education system conducts face-to-face employment guidance, it also takes career planning and employment guidance courses to the "cloud" and carries out personalized "cloud" guidance to enhance graduates’ job-seeking skills and boost their confidence in job hunting.

In order to help more college graduates know about various employment promotion policies, the Ministry of Education has set up a series of special topics to deeply interpret the policies related to college graduates’ employment and entrepreneurship through the "internet plus Employment Guidance" public welfare live broadcast class, guiding graduates to make good use of policies such as grassroots employment, self-employment, enlistment, guidance and assistance. Up to now, the National Employment Service Platform for College Students of the Ministry of Education has produced and broadcasted 34 public welfare live classes for the 2023 college graduates, such as "Set sail in the spring", "Enhance legal awareness, guard against job-hunting risks" and "Join the army with a pen, be a hero tomorrow", with a total of over 100 million people watching.

Colleges and universities around the country have carried out targeted online employment guidance courses in light of the actual situation. The Yunnan Provincial Department of Education organized the interactive activity of "Micro-classroom of Graduate Employment and Entrepreneurship Policy", and invited the heads of employment departments of eight universities to give video explanations around eight sections, including "grass-roots employment, enlistment and research assistant", attracting nearly one million teachers and students to watch and participate in online answering questions. Tianjin University has promoted online career education, and set up online career evaluation, career consultation and appointment, online micro-courses for employment guidance, and typical tree selection for "shining days" to expand the carrier of career education.

"Why do resumes sink into the sea? What are the’ pits’ that can’t be stepped on in the interview? " From prologue to video content planning and script modification, Dong Pengfei, a teacher of Southwest Jiaotong University, led the team to innovate the working mode and created an online employment guidance platform represented by the video number of "Old Dong of Employment Office", which pushed the information of job hunting and employment to students by short video. The team also explained the job-hunting experience by visiting the employer on the spot and inviting the person in charge of human resources to communicate.

Integrating intelligent applications into employment guidance, Zhejiang University has connected to platforms such as AI video simulation interview on the basis of "Employment Guidance massive open online course", "Live Platform for Entrepreneurship" and "Career Evaluation" to provide students with personal growth reports and suggestions for improvement. Jilin Normal University launched the "AI Resume Optimization Laboratory" service, which provides various services such as beautifying the layout, improving the writing style and refining the content, so as to help graduates perform better in the job application.

Cloud service, let information run more.

Smooth information channels, simplify all kinds of employment procedures, widely implement "cloud" employment services in the education system, and implement online registration, online reception and online signing of employment materials to facilitate the employment of college graduates, so that "information runs more and students run less errands".

Not long ago, the Central Organization Department, the Ministry of Human Resources and Social Security, the Ministry of Education, the Ministry of Public Security and the State-owned Assets Supervision and Administration Commission jointly issued a notice, clarifying that from 2023, employment registration cards will no longer be issued, and the procedures for reissue and reassignment of employment registration cards will be cancelled, and employment registration cards will no longer be used as necessary materials for handling the recruitment, employment, settlement, file reception and transfer of college graduates.

In order to optimize the job-seeking and employment service process for college graduates, the Ministry of Education has opened a national registration system for college graduates’ graduation destination, providing online signing function, which is convenient for employers and graduates to sign online.

To promote the exchange of employment information, Dalian University of Technology expanded the service of "internet plus" and developed the functions of self-service printing of employment agreements, so that students can complete the signing of the agreements online, meeting the needs of different places in one school, three districts and serving more than 8,000 people. The school also launched an intelligent question-and-answer assistant, and answered more than 6,400 employment-related questions. Xi ‘an Jiaotong University integrates the data of educational administration, academic work, scientific research and other business departments, and forms an organic link from student information collection, employment intention investigation, online career evaluation to employment signing, destination registration, campus recruitment and resume delivery, and builds an open one-stop employment management service with data integration and sharing. Nanjing University of Posts and Telecommunications has built more than 20 online video interview rooms and launched digital talent training camps to provide convenience for graduates who need interviews.

At present, it is getting closer and closer for college graduates to leave school. The education system continues to make good use of the new mode of "employment in internet plus" and give full play to the advantages of information sharing, resource integration and data analysis, so as to tap more job resources and provide more employment information for graduates and help them find jobs.

Report on the Special Investigation of Grass-roots Market Supervision in Shaanxi Province

Recently, in accordance with the requirements of the educational activities on the theme of "Do not forget your initiative mind, Keep in mind the mission", the main responsible comrades of the Law and Regulation Department led a team of four people to form a research group to carry out special investigations on the supervision of grassroots markets in Hanzhong City and Ankang City, Shaanxi Province. The investigation is now reported as follows:

First, investigate the basic situation

In order to fully understand the establishment and operation of grass-roots market supervision institutions, the research team held forums in Hanzhong City and Ankang City respectively by combining discussion and investigation, and had discussions and exchanges with more than 30 directors of market supervision institutions and responsible comrades of legal institutions of grass-roots market supervision departments; He also visited three city and township market supervision offices to carry out field research, listened to the opinions and suggestions of grassroots comrades on the legal orientation and functional orientation of market supervision offices, and learned about the law enforcement and rule of law construction of grassroots market supervision.

Second, the situation of grassroots market supervision institutions in Shaanxi Province

The research team learned that after the reform of the market supervision system was initiated in Shaanxi Province in 2015, according to the requirements of the documents of the provincial party committee and the provincial government, market supervision bureaus were established in all counties and districts, which integrated the responsibilities of industry and commerce, quality inspection, salt affairs and food and drug supervision departments. There were different forms of market supervision institutions at the township level. In some areas, industrial and commercial offices and township food and drug supervision offices managed by districts were still retained, and in some areas, market supervision offices were established by "merging into one". Some market supervision offices are still dispatched by county bureaus, and some have been managed by township governments.

Hanzhong, visited by the survey, has a total area of 27,200 square kilometers and a permanent population of 3.86 million. After the institutional reform in 2015, 11 counties and districts in the city successively established county-level market supervision administrations (with the brand of Food and Drug Administration). In February 2019, the original functions of industry and commerce, quality supervision, food and drug supervision, salt affairs, price supervision and intellectual property rights, and cracking down on counterfeit and shoddy goods were integrated at the municipal level, and the Hanzhong Municipal Market Supervision Bureau was established. The 11 county and district market supervision bureaus were basically reformed before the end of June. At present, there are 178 market supervision offices (with food and drug supervision offices) in the city. Except for 52 offices in Chenggu and Lueyang counties, the remaining 126 offices have been placed under the management of towns (street offices). There are 2590 people in the city’s market supervision system, including 1154 people in the market supervision office.

Ankang, visited by the survey, has a total area of 23,500 square kilometers and a permanent population of 2,668,900. In January 2019, the original functions of industry and commerce, quality supervision, food and drug supervision, salt affairs, price supervision and intellectual property rights were integrated at the municipal level, and the Ankang Municipal Market Supervision Bureau was established. There are 11 county and district market supervision administrations and 138 township market supervision offices in the city. Except for 4 agencies in Hanbin District, which are dispatched by Hanbin District Market Supervision Bureau, the rest have been placed under the management of towns (street offices). There are 1520 market supervision departments in the city, including 694 market supervision offices.

Third, the problems found in the investigation

(A) the grass-roots market supervision and law enforcement power is seriously inadequate.

After the institutional reform, the supervision and law enforcement power of the market supervision office has not been effectively supplemented according to the requirements of the transfer of functions and the follow-up of people, resulting in a serious mismatch between the supervision power and the supervision function, the law enforcement is not in place, and the supervision function is empty, which has brought great risks and hidden dangers. The main manifestations are as follows: First, there is a serious mismatch between the regulatory power and the regulatory function. Before the institutional reform, the former Quality Supervision Bureau, Salt Bureau, Price Supervision Bureau, Intellectual Property Department and other departments did not have offices at the grassroots level. At present, most market supervision offices are established after the integration of the former industrial and commercial and food and drug supervision offices, and their functions include administrative licensing matters such as issuing certificates and licenses, and full-scale supervision of the former industrial and commercial, quality supervision, food and drug, price, etc., as well as various market inspections, special rectification, consumer complaints, law enforcement inspections, statistical reports and so on. However, at the same time, law enforcement personnel have not been supplemented accordingly. Many supervision institutions only have 2 to 4 people, and receive 2 to 3 documents issued by superiors every day on average, which makes some supervision work become a mere formality, focusing only on work marks and not on actual work. Coupled with the continuous and strict accountability, law enforcement officers in some places have a fear of being unwilling and afraid to enforce the law. The absence of grass-roots supervision power also leads to a large backlog of work in the county bureau, which affects the performance of the county bureau’s work responsibilities. Second, the professionalism of grassroots supervisors needs to be improved. There is a general lack of professional knowledge and technical personnel in the fields of food and medicine, medical equipment, special equipment, standard measurement, etc., and it is difficult to deal with slightly complicated cases. It is often the case that the documents issued by the county and district bureaus to the town (street office) are not implemented. The person who receives the document does not know the business, and the person who knows the business is not on the job or has been going to the countryside for a long time.

(2) The phenomenon of brain drain and deviation from the main business is serious.

Comrades at the grassroots level generally reported that after the market supervision office was placed under the management of the town (street office), the focus of work shifted, and even the government decrees were not smooth, and some important supervision tasks could not be implemented, which further weakened the market supervision and law enforcement force that was already in serious shortage, and the grassroots supervision ability declined, and the "last mile" of market supervision was neglected. First, after some town (street office) market supervision offices were placed under the management of town offices, market supervision personnel, especially young effective forces and professional law enforcement backbones, were transferred or misappropriated to complete government work, resulting in a serious loss. Some supervisors come from other departments of the town (office) government, have no law enforcement experience and qualification, and can only engage in law enforcement work in the name of others, which poses great legal risks. According to statistics, as of the end of 2018, among the 288 township (street office) market supervision offices in Hanzhong City, only 45% were on the job. Second, the market supervision office has to accept various tasks assigned by the town (street office). In addition to undertaking normal market supervision work, it is also engaged in a large number of town (office) work, including securing villages, demolition, creating health facilities, assisting in handling letters and visits, banning straw burning, flood control, environmental protection, etc. The focus of work is mainly on township work, and in some areas, township work even accounts for 80% of grass-roots work, and the directors of some township offices also serve as poor villages. For example, a township market supervision office in Ankang visited by the research team has only two offices, and there is an administrative license acceptance window in the government service hall, with only one cadre on duty.It is simply impossible to undertake heavy market supervision and law enforcement work.

The research team learned that individual market supervision offices, which are still dispatched by county-level market supervision departments, are facing serious pressures and problems after institutional reform, but due to the relatively stable law enforcement personnel, clear supervision responsibilities, smooth uploading and distribution, and good implementation of grassroots tasks, market supervision work has been carried out in an orderly manner in the past year.

(3) The number of law enforcement cases dropped sharply.

The research team learned that the number of law enforcement cases handled by the market supervision institute has dropped significantly, and even zero cases have been handled every year, exposing a large number of regulatory risks and hidden dangers. According to statistics, the number of law enforcement cases handled by most market supervision offices in transferred towns (street offices) has decreased by about half compared with that before 2015, and in some areas it is less than one-third before the transfer. For example, in Hanzhong City, before 2015, the town (street office) supervision office, as the dispatched office of the county bureau, was basically able to focus on supervision, and the supervision and law enforcement were in place. In 2015, various management offices investigated and handled 798 cases of various types, which declined year by year after being transferred to the town (street office) management, and only 200 cases were handled by most supervision offices in 2018. In the first half of this year, after the functional integration, the number of food and drug illegal cases investigated and handled also decreased by 43% compared with the same period last year.

(four) the identity of law enforcement personnel is different, and the people’s hearts are unstable.

Most of the supervision offices managed by towns (street offices) are public institutions, and the staffing of law enforcement personnel in the offices is different. The former industrial and commercial law enforcement personnel are mostly administrative, while the food and drug law enforcement personnel are basically career-oriented. In addition, some quality supervision law enforcement personnel are prepared for the public service, and a large number of law enforcement tasks such as price and salt affairs are diligent. After the combination, there are few administrative personnel and many career-oriented personnel, especially those who are diligent, accounting for a large proportion. Due to the different identities of personnel, especially the establishment of some self-supporting undertakings, the employees are paid differently for equal work, which greatly affects the enthusiasm of grassroots personnel in law enforcement and case handling.

(E) inadequate protection has affected the effectiveness of supervision and law enforcement.

Grassroots comrades reported that many market supervision offices, especially those under the management of towns (street offices), are seriously short of office funds. There is a big gap between the office space of some supervision offices and the requirements for standardized construction of grassroots supervision offices issued by the General Administration. However, in some areas, staffing, vehicle establishment, and law enforcement fund guarantee are not allocated according to the standards of administrative law enforcement units, but related resources are allocated according to management units, so the gap between law enforcement work guarantee and work needs is extremely large, and the construction of law enforcement teams is seriously lagging behind. For example, there are 8 state-level poverty-stricken counties in 11 counties in Hanzhong City, with poor economic foundation, and a large gap in law enforcement funds, law enforcement vehicles, law enforcement recorders, rapid inspection and testing equipment, which cannot meet the needs of supervision and law enforcement, seriously restricting the improvement of supervision efficiency.

Fourth, thinking and suggestions

(A) Analysis of the legal orientation and functional orientation of the market supervision office

According to the spirit of the central document, the Plan for Deepening the Reform of the Party and State Institutions adopted at the Third Plenary Session of the 19th Central Committee in communist party, China stipulates that "the law enforcement responsibilities and teams of industry and commerce, quality inspection, food, medicines, prices, trademarks and patents should be integrated to form a comprehensive law enforcement team for market supervision. Guided by the State Administration of Market Supervision. Encourage local governments to integrate other law enforcement teams that go directly to the market and enter enterprises, face the grassroots and face the people, such as business law enforcement and salt law enforcement, into the comprehensive law enforcement team of market supervision. " The Guiding Opinions on Deepening the Reform of Comprehensive Administrative Law Enforcement of Market Supervision issued by the General Offices of the General Office of the Central Committee of the CPC and the State Council on November 26, 2018 pointed out that "integrate the strength and resources of stations in towns (streets) in the field of market supervision, set up a unified comprehensive administrative law enforcement team for market supervision, be responsible for basic supervision, and exercise the power of administrative punishment according to law. As an agency of the county (city, district) market supervision bureau, the county (city, district) market supervision bureau will take charge of it. To make provisions on the functional orientation and work affiliation of the comprehensive law enforcement team of market supervision.

According to the provisions of laws and regulations, according to the relevant provisions of the Administrative Licensing Law and the Administrative Punishment Law, for example, the market supervision office, as an agency of the county-level market supervision department, can directly exercise the market supervision function according to law. If the market supervision office is placed under the management of the town (street office), there are three ways to realize the statutory authority. First, it is authorized by laws and administrative regulations; Second, with the approval of the State Council, the people’s governments of provinces, autonomous regions and municipalities directly under the Central Government decide an administrative organ to exercise the administrative licensing power of the relevant administrative organs; The State Council or the people’s governments of provinces, autonomous regions and municipalities directly under the Central Government authorized by the State Council decide that an administrative organ shall exercise the administrative punishment power of the relevant administrative organs; Third, it is entrusted by the county-level market supervision department to exercise its functions and powers (administrative license can be entrusted to other administrative organs, and administrative punishment can be entrusted to legally established institutions that manage public affairs). At present, most transfer offices in Shaanxi adopt the third way. As a public institution, they are entrusted by the county market supervision bureau to exercise part of their functions and powers, and the county market supervision bureau bears legal responsibility for the consequences of their actions, resulting in a mismatch between rights and responsibilities to a certain extent.

Judging from the practice of law enforcement at the grass-roots level, the southern part of Shaanxi Province, which was investigated this time, was mainly transferred to market supervision offices managed by towns (street offices). These market supervision offices generally deviated from the main business of supervision, weak law enforcement power and insufficient professional ability, which had a great impact on law enforcement and case handling. The career development of market supervision cadres also faced many uncertainties, which affected the development of market supervision and law enforcement and the maintenance of market order to a certain extent.

(B) Suggestions on further strengthening the construction of grass-roots market supervision institutions

The market supervision department undertakes the daily supervision and administrative law enforcement functions in the fields of industry and commerce, quality inspection, food, medicine, price and intellectual property rights, and is equivalent to the "police" in the economic field. Whether the market supervision responsibility can be fulfilled in place is directly related to the well-being of the people. Grass-roots market supervision institutions are the tentacles and nerve endings of market supervision departments, and whether their functions can be fully exerted directly affects the performance of market supervision functions. Comrades at the grassroots level reported that the law enforcement power of the county market supervision bureau is relatively weak, and the law enforcement field in the jurisdiction is wide and the jurisdiction area is large, so it is impossible to achieve comprehensive and effective supervision, especially in the areas where food, drugs and special equipment are supervised in the whole process. Extending to the grassroots level with the help of dispatched agencies is an important means to improve the supervision efficiency. Grassroots people also generally believe that it is necessary to set up a market supervision office around them, so that the people can feel more at ease, at ease and at ease, which is conducive to timely accepting and solving complaints and reports from the masses, discovering problems in the market, protecting consumers’ rights and interests, and safeguarding the vital interests of the people. Therefore, it is suggested to further consolidate and strengthen the power of grassroots market supervision institutions. First, further research and demonstration should be carried out to identify the difficulties and pain points in the work of grass-roots market regulators, find out the root causes of the problems and study effective solutions. Second, combined with the problems found in the investigation, in accordance with the instructions of the leaders of the General Administration, clarify the legal position of the market supervision office, refine its work responsibilities, actively coordinate with the legislature, promote the formulation of the Regulations on Market Supervision Office, solidify it at the administrative regulations level, and promote the work of the market supervision office to get on the right track as soon as possible. Third, strengthen basic infrastructure,Enrich the grassroots market supervision and law enforcement team, increase training, accelerate the cultivation of specialized market supervision and law enforcement cadres, strengthen the funding and hardware guarantee of grassroots market supervision institutions, and improve the level of informationization.

[Strugglers are young, first-line stories] Teng Chao: Seven years of grinding a sword to break through the "stuck neck"

[Strugglers are young, a first-line story]

Guangming Daily reporter Party Wen Ting Yan Shenghe

"The photoresist sample is eluted from the chromatographic column to determine the degree of crosslinking and molecular weight, using the separation mechanism of size exclusion." Teng Chao, a young distinguished professor, is explaining the experimental principle to students in the laboratory of Applied Technology Research Institute of Shenzhen Vocational and Technical College.

Don’t underestimate the dimly lit laboratory behind him. Although the area is small, every piece of equipment inside is a "treasure" cherished by Teng Chao. In June this year, it was in this tens of square meters laboratory that the photosensitive polyimide photoresist was developed. Through testing and verification, its performance can meet the import substitution requirements.

Teng Chao is in the laboratory. Bright picture

From research and development to success, Teng Chao and his team have been studying this project for seven years. Compared with the traditional photoresist, this new photoresist not only plays the role of lithography but also is a dielectric material, which can greatly shorten the working procedure, improve the production efficiency, and make the important raw materials in China’s chip manufacturing supply chain self-controllable.

Although the scientific researcher is young, he is accurate and neat when facing the team, and his gestures reveal calmness and steadiness. This Ph.D. major in polymer physics is engaged in the research of new materials. What made him successful in this field of pursuing speed?

The story began 10 years ago, on the eve of graduation from Nanjing University, when a company came to the door and wanted to conduct joint research and development, so that Teng Chao really understood the current situation faced by China’s photoelectric display and semiconductor industry at that time. "There are a bunch of source technologies behind the screen that are still being ‘ Get stuck in the neck ’ For example, the LCD spacer microsphere material that accurately controls the thickness of the liquid crystal layer has been available for nearly 40 years, but the technology and supply are still in the hands of Japanese companies. "

This made Teng Chao make a bold decision — — Go to Shenzhen, the nearest to the industry, to engage in applied technology research! Teng Chao told the most respected teacher Xue about this idea and got the support and encouragement from the teacher.

Teacher Xue in Teng Chao’s mouth is an example that has the deepest influence on his scientific research. As one of the first doctors in the field of polymer in New China, he often warns Teng Chao, "Don’t stare at the data in research, don’t just want to send papers, but produce more useful results for the industry".

When Teng Chao first challenged the LCD spacer microsphere project, he encountered unprecedented difficulties.

"I can also supplement the technical problems through a lot of reading and experiments. The most difficult thing is to form a team." It turns out that this project is to develop alternative materials rather than breakthrough products, so it is difficult to publish papers, so it is difficult for the research group to recruit people. From doing experiments, collecting data to analyzing and testing, Teng Chao and his partner personally started, "almost lived in the office for more than a year."

Where there’s a will, there’s a way. In the process of cramming lessons and sweating, the interdisciplinary knowledge network gave Teng Chao a "light stroke". He designed a set of algorithms to accurately control the variables in the experiment, and finally succeeded: several factories tested at the same time, and all of them passed at one time for the first time.

This is also the first related product in China that can fully pass the flat panel display industry test and have mass production capacity, breaking the Japanese long-term monopoly in this field for decades. Now all the major domestic flat panel display manufacturers use this high-precision microsphere material with high cost performance.

The success of microsphere research and development has given Teng Chao and the team great encouragement and confidence. In 2015, Teng Chao turned his attention to photoresist, a key material that troubled chip research and development. This kind of material is used for circuit packaging and lithography opening of the core part of the chip, which is monopolized by Japan and the United States and banned from domestic enterprises in many fields.

Many enterprises have a hard time saying — — The shelf life of photoresist is only 6 months, so it can’t be stored in large quantities. Long-term technical monopoly has created a "seller’s market". This monopoly is not only reflected in the final product, but also in the raw materials of the product.

"Take the photosensitizer at the core of photoresist as an example. We need high-purity photosensitizers. There is no supply in China, and Japanese companies refuse to supply them after learning about their purchasing intentions." Recalling the development process, Teng Chao’s face showed a wry smile. "We found that there was no shortcut to raw materials, so we had to set up a new R&D team and start to tackle the synthesis method and purification process from the various components of photoresist."

The project team started with raw chemicals that can be supplied in large quantities in China, and finally got high-purity photosensitizer products and other raw materials that meet the needs of the project step by step. "Although this has lengthened the research and development cycle of photoresist, the establishment of domestic industrial raw material supply chain has completely freed us from being ‘ Get stuck in the neck ’ The possibility. "

"Apply what you have learned and the industry will serve the country." Today, Teng Chao, like his mentor, often exhorts dozens of doctoral and master students in the team. In such an atmosphere, the team attacked one after another "stuck neck" industrial pain points: liquid crystal orientation agent, hardened insulating layer material, electroacoustic sound quality enhancement material.

"When tackling key problems in scientific research, we should not only consider commercial value, but also consider whether it contributes to the country, society and industry." Teng Chao said firmly, "We must master the key core technologies in our own hands!"

Long-distance vehicles are deeply integrated with Hanma Technology, and Geely re-plans its commercial vehicle business.

The whole pattern of China’s automobile market has undergone tremendous changes. In the passenger car market, the revolution caused by electrification and intelligence has made China automobile enterprises enjoy the dividend in the window period. Geely, Great Wall, BYD and other traditional China brands and Weilai, Tucki and ideal new power brands have grown strongly; In the commercial vehicle market, greater changes are brewing.

In 2020, the domestic production and sales of commercial vehicles were 5.231 million and 5.133 million respectively, up by 20.0% and 18.7% respectively. Compared with the negative growth of passenger cars, the commercial vehicle market began to enter an explosive period of growth.

It is precisely because of this that Geely has made bold acquisitions and layouts in the field of commercial vehicles. On the basis of developing long-distance vehicles, it has taken Hanma Technology into its pocket and occupied a strong position in the domestic heavy truck market. What will happen to Geely’s commercial vehicle sector after the acquisition is completed? Where is the target locked?

Long-distance automobile and Hanma science and technology should be integrated

In July 2020, Geely Commercial Vehicle acquired 15.24% equity of valin star horse. In November 2020, valin star horse was renamed Hanma Technology. In May 2021, Geely Commercial Vehicle Group further increased its capital to Hanma Technology. After the capital increase was completed, Geely Commercial Vehicle Group’s shareholding in Hanma Technology increased from 15.24% to 28.01%.

The acquisition is only the first step. Next, Geely Commercial Vehicle’s new energy brand Long-distance Vehicle and Hanma Technology will be integrated and developed. Recently, Fan Xianjun, president of Geely Commercial Vehicle Group and chairman of Hanma Technology Group, made it clear at the 2021 National Partner Conference of Hanma Technology and Long-distance Vehicle that "Hanma Technology and Long-distance Vehicle are integrated and develop together."

Long-distance automobile and Hanma technology are integrated according to the situation. Why do you say that? At present, the industry development environment in which commercial vehicles are located has become more and more obvious. In Geely’s view, the future development trend of the industry is becoming more and more clear. It has become an irreversible and inevitable trend for the industry to replace traditional fuel vehicle products with a new generation of commercial vehicles with green and intelligent technologies as the core. The head effect is based on the consensus of the future trend, and the two sides have reached cooperation and started the coordinated development of integrated advantages and complementary advantages.

Among them, the long-distance automobile has formed two major product technical routes: the urban commercial vehicle system with pure electricity and extended-range power system as the core, and the road commercial vehicle system with methanol clean energy and charging and replacing technology as the core. The production bases are arranged in Nanchong, Sichuan, Shangrao, Jiangxi, Zibo, Jinzhong, Anhui, Maanshan and Huzhou, Zhejiang, and the products cover all commercial vehicles such as passenger cars, light trucks, LCV and heavy trucks. In the first half of this year, the overall sales of long-distance vehicles increased by 626% year-on-year.

Hanma Technology is an important R&D base for heavy trucks, heavy special vehicles, core components and new energy commercial vehicles in China. From January to July, 2021, Hanma Technology ranked first in sales of new energy heavy trucks, with a cumulative increase of 418.2% year-on-year and a market share of 21.32%.

After the strong integration, Remote Auto and Hanma Technology will complement each other in product and positioning, and develop together, positioning the heavy truck business strategy as "the leader in building green intelligent transportation solutions".

Enter the first echelon of heavy trucks in 2030.

According to the planning of Geely Commercial Vehicle, Hanma Technology locates the mainstream strong brand of heavy trucks, develops diversified products and diversified power, and will further enrich the product spectrum in the future and become the most comprehensive brand of heavy trucks. Products in the tractor, dump trucks, trucks, special vehicles, new energy vehicles for a comprehensive layout. Power has also been diversified. In addition to traditional diesel engines, there are LNG engines, methanol engines and power exchange systems.

Another big brand of long-distance cars is positioned as the leader of new energy heavy trucks, making efforts in new energy and intelligence. In terms of products, new energy products are laid out on traction, dump trucks and special vehicles; Power will continue to exert its strength in power exchange, hydrogen fuel cells and methanol.

Each has its own strengths and integrated development will be the future development direction of Geely’s two major heavy truck brands. Therefore, long-distance vehicles and Hanma Technology will fully integrate their product resources in the future. "In the long run, Hanma and remote product planning must be a common platform, and the comprehensive integration of product resources is accelerating." According to Fan Xianjun, "We focus on the iterative development of products, that is, we are selling a generation, researching a generation and planning a generation. Therefore, we periodically plan G1 products that comprehensively enhance our competitiveness, G2 products that are being optimized and developed in various systems, and G3 products that are fully competitive in the future market."

Behind a series of actions, Geely’s ambition in the field of commercial vehicles was also exposed. At present, Geely commercial vehicles have planned to complete a three-step leap from 2020 to 2030, and the integration period will be from 2020 to 2022, with the goal that the market rate of heavy truck products will reach 3%; The breakthrough period is from 2023 to 2025, and the annual sales volume of heavy trucks is 56,000 units, accounting for 5% of the market, ranking among the top 8 in the industry.

According to the plan, by 2030, the annual sales volume of Geely’s heavy trucks will reach 100,000, entering the first echelon.

Geely has been planning for commercial vehicle business for a long time, and now it is time to show its action. It remains to be seen whether the strategic objectives of each stage can be realized.
