The inspector group was not soft on the inspectors from all over the country, and its opinions were sharp, hitting the crux of the problem directly.
Since the Central Environmental Protection Inspector Group went to work in various places in July this year, the whole society has paid close attention to it. How does the inspector group carry out its work, what practical results have been achieved by the inspector, how can all localities continue to promote environmental protection after the inspector, and how can the environmental pressure be transmitted through the "supervising party committees" and "supervising the government"? With these questions, our reporter recently went to Inner Mongolia, Jiangsu and other places for in-depth research.
On the morning of November 12th, a feedback meeting was held for the inspection of Inner Mongolia Autonomous Region by the Central First Environmental Protection Inspector Group. In the circular, the statements such as "Half of the standing committees of the municipal party committees rarely study environmental protection, and some even have not studied environmental protection issues in one year" and "41 of the 89 national and autonomous nature reserves violate laws and regulations" have mixed feelings in Hao Qingwen, deputy director of the Environmental Protection Department of Inner Mongolia Autonomous Region.
"Inner Mongolia’s environmental protection work is under great pressure and heavy burden, and some comrades need to further improve their understanding of green development." Hao Qingwen told reporters with a heavy tone that protecting the ecological environment is related to the overall situation, and Inner Mongolia should do a good job in environmental protection rectification with iron determination and iron measures.
Inner Mongolia, Heilongjiang, Jiangsu, Jiangxi, Henan, Guangxi, Yunnan and Ningxia, among the first eight provinces to accept the central environmental protection supervision, many cadres felt the same heavy pressure as Hao Qingwen. The high-intensity work and what they saw and heard during the inspector’s period and before and after the inspector made them "touched unprecedentedly" ideologically, and some people even "lost a circle" under the pressure.
Reporters in Inner Mongolia, Jiangsu and other places saw that through "supervising the Party Committee" and "supervising the government", environmental protection pressure was transmitted layer by layer, and a group of people’s strong or long-delayed environmental problems were solved, and local party and government leaders paid unprecedented attention to environmental protection work.

The first appearance of the Central Environmental Protection Inspector Group was at the beginning of this year, and the harshly worded feedback from Hebei Inspector was beyond many people’s expectations. Before the announcement of the list of the first batch of eight provinces that were inspected, many places had already started the work of self-examination and self-correction, and some even went to Hebei Province to "learn from the classics".
"The autonomous region did a lot of work before the inspection team came, including sorting out the environmental problems in the whole region, what measures have been taken, and to what extent the rectification has been carried out, so as to be aware of it." Hao Qingwen told reporters.
The Central Environmental Protection Inspector Group inspects the implementation of environmental protection responsibilities of local party committees and governments. Without exception, the inspected provinces have set up a high-standard central environmental protection inspector coordination leading group, and some provincial (autonomous region) party Committee secretaries personally "take the lead".

The inspector group reads materials during the day, looks for clues, meets at night to study, and communicates with the local coordination leading group after the meeting, asking for supplementary materials, arranging on-site inspection tasks for the next day, and proposing a case list, which is often very busy. "In the past, some leaders, especially those who were not environmental protection leaders, had more macro concepts about environmental protection, and there was still a gap between them." Zhu Aixun, deputy mayor of Wuxi City, Jiangsu Province, believes that the greatest significance of the central environmental protection inspector is to further strengthen the understanding of the importance of ecological civilization and environmental protection by party committees and governments at all levels and leading cadres at all levels, and to invest in ecological construction and environmental protection with unprecedented efforts.
It is the requirement of the central authorities and one of the original intentions of the inspectors to let leading cadres always keep in mind the principle of "Party and government share the same responsibility, one post and two responsibilities" and implement it in action. A total of 13,316 calls, letters and reports were sent by the masses, which led the local authorities to investigate and deal with nearly 40,000 rectification workers.
Every time the inspector group goes to a place, it will immediately announce the report phone number and letter address. For a time, some places reported that the phone rings one after another, and some places even deliberately extended the reporting acceptance time.
The people are full of trust and expectation for the "environmental protection imperial envoy". According to the statistics of the State Environmental Protection Inspector’s Office, 8 inspectors assigned a total of 13,316 calls and letters from the masses, and the local authorities have basically completed them. There are 190 inspectors and related staff members in eight inspection teams, which has led local governments to invest in investigating and rectifying nearly 40,000 staff members, effectively promoting the solution of a large number of specific environmental problems, and the people have a real sense of gain.
On the war preparation road in Hohhot, Inner Mongolia Autonomous Region, all the barbecue ovens in the barbecue stalls have entered the household. Bao Liang, captain of the administrative law enforcement supervision detachment of Hohhot City Management, told reporters that in summer, the stoves used for barbecue on this road are lined up, there is no smoke removal equipment, and the streets are always smoky. During the inspection period, Hohhot received a total of 307 cases of cooking fume noise reported by the masses assigned by the Central Environmental Protection Inspector Group, accounting for 30% of all reported problems.
"During the inspection period, we will focus on the comprehensive improvement of the environment of barbecue stalls." Bao Liang introduced that they issued a notice of rectification within a time limit to the relevant merchants and went door to door to do the work. Now merchants have put on new electric ovens and installed fume purification treatment facilities.
Fushun Village, Zhutang Town, Jiangyin City, Jiangsu Province, one side of the road is a quiet Jiangnan village, and on the other side of the abandoned tall house, there were 10 workshops for granulating waste plastics and crushing waste foam without any formalities. After receiving the case assigned by the inspector group on July 25, Jiangyin City immediately took action, ordered to stop production the next day, and cut off power to this area on July 28 to prevent resurgence. Mayor Xia Jianhui said that on July 30, the town launched a self-inspection operation and found 68 workshops with similar problems. By the beginning of November, 47 of them had been dismantled. Zhao Qiang, vice mayor of Jiangyin City, told the reporter that the number of cases inspected by Jiangyin accounted for 40% of Wuxi, and all levels of governments attached great importance to it, and made the law enforcement strict and fast to satisfy the people.
Ordos City, Inner Mongolia Autonomous Region adheres to the problem orientation, lists every task, every link and every problem involved by inspectors, establishes a ledger, and in accordance with the working idea of "one problem, one leader is responsible, one set of rectification measures, one set of rectification files and one rectification team", reverses the construction period, reverses the progress and manages the problems one by one to ensure that the problems are rectified according to the time limit and requirements.
While handling the reported cases, Wuxi, Suzhou and other places also made a detailed classification analysis of the cases, showing at a glance the proportion of water, gas, soil, noise, neighbor avoidance problems and the geographical distribution of reports. Xu Meijian, vice mayor of Suzhou, said that the problems reported by the masses reflected the weak links in the work, which should be taken as a starting point to further improve the work.
Some of the reported cases are "trivial matters" such as oil smoke and noise pollution. Isn’t it a bit "overqualified" for the Central Environmental Protection Inspector Group to supervise these matters? In this regard, Jin Jianhong, deputy mayor of Kunshan City, Jiangsu Province, said that although some of the feedback from the Central Inspector Group seems to be trivial, it is not easy to solve and test the concept and style of cadres. At the same time, these reported cases also let everyone further reflect on the relationship between GDP and COD (chemical oxygen demand) and PM (particulate matter), and reflect on the relationship between economic development and people’s happiness index.

In fact, many places are facing environmental problems similar to the renovation of the Dahe River — — The people have reacted strongly, and governments at all levels are very concerned about it. The problem is there, but solving it will cost a lot of money, or there will be resistance and many difficulties, which will often take a long time to cure. Although the inspector group has been stationed in various places for only one month, the intensity of supervision, supervision and accountability is unprecedented, which has prompted many hard bones to be finally chewed down.
When the reporter arrived at Zhongda Carbon Material Co., Ltd. in Jingjiang, Jiangsu Province, it was dark and the empty factory was quiet and bleak. This enterprise, which invested 1 billion yuan and was completed and put into operation in 2011, has many illegal acts such as long-term illegal production without environmental protection acceptance, inconsistent batch construction and excessive discharge of pollutants. The local environmental protection department has punished it three times by ordering it to stop production, and applied to the court for enforcement in March this year. Even so, the company has never really stopped production.
"The means that the environmental protection department can use are basically used, but the problem has not been solved. It is really a headache." He Rusong, deputy director of Taizhou Environmental Protection Bureau, told the reporter that during the sinking of Taizhou City by the Central Inspector Group, the company’s problems were listed as key supervision cases. At the end of July, under the great pressure that the person in charge of the company was detained by the public security department and interviewed by the court, Zhongda charcoal gradually stopped production and stopped production, which finally solved the problem that had plagued the environmental protection department for many years.
Since its establishment, Beifang Pharmaceutical Co., Ltd. in Hulunbeier City, Inner Mongolia has been complaining constantly, and the problem of odor disturbing people is outstanding, which has not been solved for a long time. Only during the central inspection period, it received more than 80 reports from the masses. The Central Inspector Group specially went to the site for investigation, and the results showed that the problems reflected by the masses were basically true, and at the same time, it was found that enterprises had the problem of illegal landfill of waste mushroom residue. Under the supervision of the Central Inspector Group, the Hulunbeier Municipal Committee specially convened an enlarged meeting of the Standing Committee, demanding that the enterprise be ordered to immediately stop production and rectify in an all-round way, and the accountability procedures should be initiated for relevant personnel. Seven responsible persons of the enterprise were taken criminal compulsory measures, of which two were released on bail pending trial and five were under residential surveillance. The municipal government requires that enterprises should not resume production if rectification is not in place.
"In the past, in terms of solving environmental problems, things that can be dragged and dropped may be let go. Looking at it now, it will be done sooner or later, and the sequelae will be even greater. The people will sue you and the cadres will be held accountable. Compacting responsibility, integrating and coordinating, taking a firm attitude, and keeping a high-pressure deterrent against environmental violations.
The central inspection team came, and the local authorities handled environmental violations with an iron fist and efficiently, and solved outstanding problems. With the inspector group gone, how can such work enthusiasm and working status be continued?
Inspector is a means, that is, to promote local governments to establish a long-term mechanism to protect the environment and protect the ecology. "The provincial party committee and government also hope to take the inspector as an opportunity to establish a long-term mechanism for ecological environmental protection and better implement it." Jiang Wei, deputy director of the Environmental Protection Department of Jiangsu Province, told reporters that Jiangsu Province has studied and formulated an action plan, mainly aiming at the outstanding problems pointed out by the Central Environmental Protection Inspector Group, grasping the main contradictions and making precise efforts. We will organize local authorities to "look back" on the handling of letters and visits assigned by the inspector group. At the same time, we will continue to strengthen law enforcement and case investigation, and always maintain a high-pressure deterrent situation of punishing illegal sewage discharge.
Clarifying and compacting responsibilities is the basis of establishing a long-term mechanism. Not long ago, Jiangsu Province issued the "Provisions on Responsibility for Ecological Environmental Protection (Trial)", which clarified the responsibilities of ecological environmental protection at all levels and departments in their work, and rewarded them with due diligence, and must be investigated for dereliction of duty. In accordance with the requirements of "Environmental Protection Supervision Scheme (Trial)" issued by the Party Committee and government of the autonomous region, Inner Mongolia has carried out environmental protection supervision work in all the cities in order to further consolidate the achievements of central environmental protection supervision and implement the environmental protection responsibilities of party committees and governments at all levels.

Guangxi: Some leading comrades are blindly optimistic about ecological environmental protection, and environmental protection makes concessions to development and construction from time to time.
Jiangxi: Some environmental protection work is lax and untrue. The concentration of PM10 or PM2.5 in seven cities has not decreased, but has increased. The problems of environmental inaction and chaos are outstanding.
Yunnan: Of the 70 industrial parks above the provincial level, 57 have not built centralized pollution control facilities; The promotion of heavy metal pollution control is not effective. It is required to complete 19 comprehensive treatment projects of heavy metal pollution left over from history by the end of 2015, and 12 projects have not yet been completed.
