Wang Nana, Henan Province, who was admitted to college under an assumed name, has been continuously concerned by the society. On June 24th, the Henan Provincial Government issued a written decision on administrative reconsideration, ordering the Zhoukou Municipal People’s Government to give a reply to Wang Nana’s application for information disclosure by going to college under an assumed name within 15 working days after receiving the written decision. On June 29th, Wang Nana received the administrative reconsideration decision from the Henan provincial government. Now, it has been some days since this administrative reconsideration decision was issued. What is the result? What problems have been exposed behind Wang Nana’s impersonation of going to college? The reporter of Legal Daily contacted Wang Nana and his lawyer and conducted an in-depth investigation.

"From my child’s college entrance examination to my volunteering yesterday, I almost couldn’t eat well and sleep well, for fear that my child would lose at this starting line." When talking about the college entrance examination, Lao Li, the parent of Henan candidates, lamented.
From July 2 nd, candidates who participated in the 2016 High School Entrance Examination in Henan began to fill in a batch of undergraduate volunteers online. Before, Lao Li had asked acquaintances everywhere to ask how children’s scores could go to an ideal university. He was concerned about the progress of Wang Nana, a girl from Zhoukou who applied for government information disclosure 13 years ago because she went to college under an assumed name, and almost had no time to take care of it.
On June 29th, Wang Nana received the administrative reconsideration decision from the Henan Provincial People’s Government. The "Legal Daily" reporter saw that this administrative reconsideration decision (Yu Zheng Fu Jue (2016) No.1570) stamped with the official seal of the Henan Provincial People’s Government showed that the provincial government had ordered the Zhoukou Municipal People’s Government to give a reply according to law within 15 working days from the date of receiving this administrative reconsideration decision. If you refuse to accept this decision, you can bring an administrative lawsuit to the people’s court within 15 days according to law.
"Maybe it hasn’t been 15 working days yet." On July 11th, Wang Nana’s lawyer, Li Wenqian, told the reporter of Legal Daily that he had not received a reply from Zhoukou Municipal Government.
Be admitted to the university and be impersonated
Wang Nana was born in Xinxi Administrative Village, Xin ‘an Town, shenqiu county, Zhoukou City.
Like many rural candidates, Wang Nana’s family is not rich, and there are three younger brothers and sisters below, hoping to be admitted to the university one day. In 2002, after she failed in the college entrance examination, she chose to repeat. In 2003, after the college entrance examination, she couldn’t wait for the admission notice, so she went out to work and then got married and had children.
In 2014, Wang Nana applied for a small loan, but among the applicants with the same conditions, she was not approved. In May 2015, she applied for a large credit card from Bank of Communications and was rejected again. The bank staff told her that the reason for her rejection was "false personal information". The bank found out that she was a junior college degree during the review, but her application materials were filled in high school.
"Will my identity and educational information be stolen?" Wang Nana found on the China Higher Education Student Information Online that there really was a graduate of Zhoukou Vocational and Technical College named "Wang Nana", with a junior college degree, who entered the school in September 2003 and graduated in July 2006. His ID number was exactly the same, but his photo was different.
Since October 2015, Wang Nana has embarked on the road of searching for "Wang Nana", and reported the situation to shenqiu county Education and Sports Bureau, Zhoukou Education Bureau and Zhoukou Vocational and Technical College many times.
In late February of this year, Wang Nana took the college entrance examination in 2003 and was impersonated to go to school, which aroused social concern. Zhoukou City quickly established a joint investigation team, visited and verified more than 440 relevant personnel, and found out the truth that Zhang Yingying impersonated Wang Nana Shangzhoukou Vocational and Technical College.
The replacement faked the file and successfully entered the school.

In 2003, Wang Nana took the college entrance examination in shenqiu county No.2 High School, with a score of 399. He filled in the "Second Batch of Higher Vocational Colleges" and volunteered for Zhoukou Vocational and Technical College. After the admission, Zhoukou Vocational and Technical College sent the notice to the Academic Affairs Office of shenqiu county No.2 High School by postal express, and the recipient was Qin Miao, the head teacher. However, Suhua Wang, the school receiver, did not send the admission notice to Qin Miao in time after receiving it.
In the same year, his father Zhang Heting (a laid-off worker from Shangshui County Electric Machinery Factory, now retired) asked his wife and nephew Wang Zisheng (then director of the Second Branch of Renmin Road of Zhoukou Construction Bank and now president of xinzheng city Jingu Rural Bank Co., Ltd.) to help Zhang Yingying find a school. Wang Zisheng found a friend Hu Xiaolin (now Deputy Secretary of the General Party Branch of shenqiu county No.2 High School) to help him find an admission notice for a girl named Zhang or wang xing. Hu Xiaolin was working in the Academic Affairs Office of shenqiu county No.2 High School at that time, and was responsible for the college entrance examination registration, the filing of candidates’ files, and the issuance and custody of candidates’ notices. At the beginning of September, Hu Xiaolin found Wang Nana’s notice in the letter of admission that she didn’t receive. According to the telephone contact reserved by Wang Nana, she didn’t find Wang Nana herself, so she handed her notice of admission to Zhang He-stop and told Zhang He-stop and Wang Zisheng to go to the shenqiu county High School Admissions Office to collect student files with the admission notice, admission ticket and ID card.
After Zhang Heting and Wang Zisheng got the admission notice from Wang Nana, they found a typing shop in Shenqiu County and negotiated with the owner to make fake ID cards, fake admission tickets and fake files. Zhang and Wang, with Wang Nana’s admission notice, fake admission ticket and fake ID card, took away Wang Nana college entrance examination archives from shenqiu county High School Admissions Office. The two returned to the typing shop again, and the staff of the typing shop made the Registration Form for Enrollment Candidates of Ordinary Colleges and Universities in Henan Province in 2003, the Physical Examination Form for Enrollment Candidates of Ordinary Colleges and Universities in Henan Province in 2003 and the blank Registration Form for Senior High School Graduates in Henan Province with Zhang Yingying scanned photos and forged seals. After that, Zhang Yingying filled in a blank form according to the contents of Wang Nana’s archives, replaced Wang Nana’s real materials, and then resealed the portfolio.
On the morning of September 9, 2003, Zhang Yingying and Zhang Heting came to Zhoukou Vocational and Technical College (West Campus) together, submitted the admission notice and student status file at the freshmen registration office, and filled in the freshmen information. After the military training, Zhang Yingying went to Class 4, majoring in Chinese Language and Literature, Department of Humanities under the name of Wang Nana.
In the early days of Zhoukou Vocational and Technical College, Zhang Yingying’s household registration information was still his real name. On May 10th, 2004, Zhang Yingying’s father, Zhang Heting, came to the Textile Road Police Station of Shanan Branch of Zhoukou Public Security Bureau, and applied to change the name of his female "Zhang Yingying" to "Wang Nana" with her mother’s surname on the grounds that the name of Zhang Yingying’s registered permanent residence was inconsistent with the name of her student status file. At that time, there were Zhang Heting’s household registration book, application for change of household registration, copy of marriage certificate of Zhang Heting and his wife Wang Moumou and other materials.
Guo Aihua, a police officer with household registration in the police station, accepted the application, signed and agreed by Pan Zi, director of the police station, and Hou Changjian, deputy director of the Construction Branch, and changed his household registration from "Zhang Yingying" to "Wang Nana", with the former name "Zhang Yingying" as the remark.
No problems were found in the recruitment and transfer.
After verification by the investigation team, Wang Nana and Zhang Yingying, an impostor, did not cross their ID numbers in their household registration, and Zhang Yingying did not use Wang Nana’s ID number to apply for an ID card at the public security organ. Zhang Yingying obtained the Teacher’s Qualification Certificate by passing the examination under the name of Wang Nana, and obtained the undergraduate degree of Chinese Language and Literature from Henan University in December 2009 through the self-study examination. The information used is Zhang Yingying’s own ID number and photo.
In July 2006, when Zhang Yingying, whose name has been changed to Wang Nana, graduated, he was sent by the Communist Youth League Committee to No.3 Middle School in Chengguan Town, Huaiyang County as a member of the college student volunteer service program, and his service expired in July 2008.
In December 2010, Huaiyang County selected a group of rural primary and secondary school teachers, and Zhang Yingying signed up to participate. He was selected with a written test score of 58 points, an interview score of 73.8 points and a total score of 62.74 points. After publicity according to the procedures, he was hired as a teacher in Huaiyang County. In April 2011, he was assigned to work in No.3 Middle School in Chengguan Town, Huaiyang County.
In July, 2013, Zhang Yingying applied to Shangshui County Education and Sports Bureau to transfer from Huaiyang County to Shangshui County for teaching on the grounds that he was far from home and inconvenient to work. Due to the shortage of teachers, Zhang Yingying went through the transfer formalities in December of that year with the approval of the Shangshui County Education and Sports Bureau and the county editorial office.
The responsible person was dealt with seriously.
Li Wenqian told reporters that the investigation team concluded that Wang Nana’s impersonation to go to school was a serious violation of discipline and law in the process of recruiting students in Zhoukou City in 2003, with a bad nature and extremely bad social impact. The relevant departments were required to deal with 13 responsible persons seriously according to the law and discipline. At present, 12 people have been punished by party discipline and political discipline, and 2 of them are suspected of illegal clues and have been handed over to the judicial organs; The clues that Zhang Hesong was suspected of violating the law have also been handed over to the judicial organs.
Hu Xiaolin, who was in charge of issuing and keeping candidates’ notices in the Academic Affairs Office of the school, disobeyed the supervision duty and handed Wang Nana’s admission notice to Zhang Hezhong, which led to Wang Nana being impersonated to go to school. Hu Xiaolin deliberately concealed the truth at the initial stage of the investigation and resisted the investigation, which made it difficult to investigate and collect evidence, which seriously affected the progress of the investigation. In this regard, Hu Xiaolin was mainly responsible for expelling him from the party, and his suspected illegal clues were handed over to the judicial organs for handling.
Wang Zisheng mediated to help his cousin Zhang Yingying go to school, and participated in the forgery of archival materials, which led to Wang Nana being impersonated to go to school and taking direct responsibility. Zhang He stopped forging archival materials for his daughter to go to school, and deliberately concealed the truth during the investigation, shielding his wife and nephew, falsely claiming that it was done by Zhang Yingying’s uncle Wang Moumou, diverting the investigation, interfering with the investigation, and taking direct responsibility. His suspected illegal clues have been handed over to the judicial organs for handling.
In this incident, 10 responsible persons, including Qin Miao, Suhua Wang, Hou Changjian, Pan Zijian, Guo Aihua, shenqiu county Admissions Office and Zhoukou Vocational and Technical College, were given disciplinary sanctions.
Prior to this, in February, Shangshui County Education and Sports Bureau made a decision to dismiss Zhang Yingying; On February 27th, after consulting the education authorities, Zhang Yingying’s school status and academic information were cancelled according to procedures, and his graduation certificate was declared invalid.

Wang Nana believes that the report of Zhoukou Joint Investigation Team did not specifically introduce the specific responsibilities of the punished personnel, nor did it disclose the composition and legitimacy of the joint investigation team, so he applied to the respondent Zhoukou Municipal People’s Government for information disclosure, including the complete investigation report of the Wang Nana incident, the specific violations of law and discipline, the punishment basis and responsibility of the punished personnel and the composition and legitimacy of the joint investigation team.
On April 15th, Zhoukou Municipal People’s Government decided to postpone for 15 days to make an information disclosure reply. On April 29th, the joint investigation team of Zhoukou City’s "Zhang Yingying impersonated Wang Nana Shangzhoukou Vocational and Technical College" incident mailed the investigation report to Wang Nana.
"Applying for information disclosure is not only a way for Wang Nana to safeguard the right to know as a victim of the incident, but also a basis for future litigation and compensation." In an interview with the reporter of Legal Daily, Li Wenqian said that the investigation report on April 29th mentioned the responsibility of 13 people, but it is still unknown what specific responsibilities these 13 people bear. In addition, the investigation report was signed by a joint investigation team and was not stamped with the official seal, which would affect the validity of the evidence.
The Henan Provincial People’s Government stated in the decision of administrative reconsideration that according to the Regulations of People’s Republic of China (PRC) on the Openness of Government Information, the administrative organ should reply one by one according to different situations after receiving the application of government information disclosure. The statement that the respondent Zhoukou Municipal People’s Government said that it had fulfilled the duty of government information disclosure was unfounded, so it ordered Zhoukou Municipal People’s Government to reply according to the provisions of the People’s Republic of China (PRC) Administrative Reconsideration Law within 15 working days from the date of receiving the decision of administrative reconsideration. Why does education become a universal stepping stone?
As far as Wang Nana is concerned, the Zhoukou Municipal Government has not yet given an answer, and this matter is not over. For the society, Wang Nana’s being an impostor has many things to reflect on, so we can’t stop here abruptly.
The investigation team of Zhoukou City said that the occurrence of Wang Nana’s impersonation at school fully exposed the problems existing in the work of relevant units, such as carelessness in performing duties, lax auditing, neglect of supervision and management, and inadequate implementation of the system. Although it happened 13 years ago, it had a bad impact. Relevant parties must deeply reflect, learn lessons, improve the system, plug loopholes, thoroughly rectify and eliminate such problems from happening again.
The reporter’s investigation found that behind all kinds of audit and management loopholes, there is still a point worthy of reflection, that is, why do fraudsters take risks when they know the serious consequences?
"There is no doubt that it is the parents and themselves who pay the greatest price. It is very likely that the replaced person would have changed his original life track with the results of the college entrance examination. With this incident, the fate of both sides has changed. " Li Jianwei, a professor at China University of Political Science and Law, believes that the college entrance examination is still an opportunity for many candidates to change their fate, and they will have more advantages in future employment. However, the frequent cheating in the college entrance examination needs to seriously reflect on the existing problems.
Li Jianwei believes that in order to prevent this kind of thing from happening, besides strict control in accordance with laws and regulations, it is more important to further broaden employment and education channels and resist employment discrimination.
"Education has become a universal stepping stone." Li Jianwei said, for example, that there are many discriminatory regulations on academic qualifications when applying for civil servants, such as full-time college education, leaving out adult education and self-study examination, and candidates and their parents should attend at least one college in addition to pursuing key colleges.
