Yunnan province deepens the reform of toll road system and cancels the implementation plan of provincial toll station of expressway

  In order to complete the work of canceling provincial toll stations on expressways with high quality in deepening the reform of toll road system, this scheme is formulated in accordance with the spirit of the Notice of the General Office of the State Council on Printing and Distributing the Implementation Plan for Cancelling Provincial Toll Stations on Deepening the Reform of Toll Road System (Guo Ban Fa [2019] No.23) and the Notice of the General Office of the Ministry of Transport on Vigorously Promoting the Development and Application of Expressway ETC (Assigned by Highway Mingdian [2019] No.45), combined with the reality of our province.

  I. Work objectives

  Before the end of 2019, cancel 9 provincial toll stations of expressways; Complete the standardization construction and transformation of hardware and software of the network toll collection system and electronic toll collection system (ETC) portal system in the province.

  Second, the key tasks

  (A) to speed up the construction of software and hardware charging system.

  1. Formulate and issue specific work plans, technical refinement plans and work completion schedules.(Responsible by the Provincial Department of Transportation, completed before the end of May 2019)

  2. Implement the reconstruction and expansion of toll stations, the reconstruction of ETC lanes or ETC/ artificial mixed lanes, the addition of ETC portal frames, the non-stop weighing inspection at the entrance of toll stations, and the turning of overloaded vehicles, and upgrade and improve the provincial-level business management system of expressway network toll collection in the province.(The Provincial Department of Transportation, the toll road management units are responsible, and the provincial SASAC and other departments cooperate; Completed before the end of October 2019)

  3. Improve the construction of communication transmission system to ensure the transmission quality of toll data and network security.(The Provincial Department of Transportation and the toll road management units are responsible, and the Provincial Department of Industry and Information Technology and other departments cooperate; Completed before the end of December 2019)

  4. Carry out the joint debugging test of the toll collection system, meet the conditions for system switching, and switch the old and new toll collection systems as required, cancel the provincial boundary toll stations of nine expressways in the province, and no provincial boundary toll stations will be set up on expressways.(The Provincial Department of Transportation and the toll road management units are responsible for it, which will be completed before the end of December 2019)

  (B) Vigorously promote the development and application of ETC

  1. Formulate the ETC issuance work plan, decompose the issuance tasks, clarify the responsible subjects, start the ETC issuance work, and report the issuance work plan to the Office of the Leading Group for Deepening the Reform of Toll Road System and Cancelling the Provincial Toll Station of Expressway (Highway Bureau of the Ministry of Transport) for the record.(Responsible by the Provincial Department of Transportation, completed before the end of May 2019)

  2. Realize the sharing of motor vehicle registration information between transportation departments and public security organs, and vigorously promote the issuance of ETC.(The Provincial Public Security Department and the Provincial Department of Transportation are responsible for it, which will be completed before the end of August 2019)

  3. Organize official vehicles, state-owned enterprise vehicles, ambulances, fire engines, police cars and other special vehicles, passenger vehicles, rental cars and other operating vehicles, freight vehicles, and other social vehicles in the province to install and use ETC, expand the number of ETC users, and ensure that the number of ETC users in the province will reach more than 5.605 million by the end of 2019, the installation rate of ETC vehicles will reach more than 80%, and the proportion of ETC vehicles at the entrance of expressways will reach more than 90%.(Provincial Department of Transportation, state and municipal people’s governments, and the toll road management units are responsible; Provincial Public Security Department, Provincial State-owned Assets Supervision and Administration Commission, Provincial Organs Affairs Bureau and other departments to cooperate; Completed before the end of December 2019)

  4. Vigorously publicize the advantages of ETC in fast access, preferential treatment, public welfare and environmental protection, and guide the public to support the development and application of ETC. Provide Internet distribution, appointment installation, door-to-door installation and other services, and accelerate the installation of ETC in-vehicle devices for existing vehicles free of charge.   5. Optimize ETC products and services, improve the connection between the province’s online charging system and the bank settlement system, and provide convenient and efficient services.   (3) Optimize and adjust the charging policy.

  1. According to the revised "Classification of Toll Vehicles on Toll Roads" standard, complete the adjustment and optimization of expressway toll policies and standards in the whole province.   2.   (4) Do a good job in land security.

  Simplify capital construction procedures according to emergency projects and accelerate the construction of projects. Give priority to the protection of relevant construction land indicators, and speed up the approval of construction land and forest land occupation. The county-level government where the project is located is the main body responsible for land acquisition and demolition, and is responsible for providing the construction land in a timely manner.   (five) the proper placement of toll collectors.

  The toll road management units shall, in accordance with the principle of transferring jobs without being laid off, formulate a work plan for the placement of toll collectors, give priority to internal merit-based transfer, and resettle toll collectors through multiple channels, properly handle the personnel and labor relations of employees according to law, and protect the legitimate rights and interests of toll collectors. The financial department should give necessary support.   Third, safeguard measures

  (1) Strengthen organizational leadership.   (4) Strengthen the implementation of the work.   (5) Strengthen publicity and guidance. Ruihao Village, Zheng ‘an County, Zunyi City, Guizhou Province, is better known as "Guitar Taobao Village" among the people around it. This mountain village was once in deep poverty.
