National exams and other exams are just around the corner, and some businesses are pushing paid "learning supervision" services.

There is still more than a month before the national examination and postgraduate examination in 2018. Many businesses have discovered new business opportunities, launched a paid "learning supervision" service, and immediately became popular on the Internet. The reporter of Beijing Youth Daily learned that the "learning supervision" products, that is, the buyers pay merchants ranging from 3 yuan to 25 yuan, ask the "supervisor" to supervise the buyers’ learning through WeChat or QQ, and if they fail to complete the day’s plan, they will be fined by the "supervisor".

In this regard, education experts remind candidates to treat "supervised learning" products rationally. "In short, it is a way to rely on external forces to urge candidates to study. As for the effect, it should be analyzed according to the situation of different candidates." It may be effective for those who have poor self-control and can be improved by external restraint, but it is a double waste of time and energy for those who can’t persist or still can’t restrain themselves with external supervision.

  phenomenon

Online sales of "learning supervision" products from 3 yuan to 25 yuan for one day.

There is only one month left before the national civil service and postgraduate exams begin. In some post bars and forums for preparing for the exam, many people show anxiety before the exam, and many people take the opportunity to promote a new "sharp weapon" for preparing for the exam — — Learn to supervise products. The salesman said that after buying the product of "learning supervision", he got rid of many bad habits and his learning efficiency was greatly improved.

What is "learning supervision" (product)? The reporter of Beiqing Daily searched on Taobao and found that more than a dozen merchants were selling such products. Some merchants advertise that products can help buyers "get rid of the bad habit of slackness and procrastination, cultivate the spirit of self-discipline and prudence" and "cure procrastination and laziness". The reporter of Beiqing Daily noticed that the "learning supervision" product is neither a medicine nor a test secret. To be precise, it is a kind of "one-on-one manual service". After purchase, the seller manually reminds the buyer to study on time through WeChat and QQ, helping (the buyer) to make a study plan, regularly or randomly checking the completion progress of the plan, and "answering the confusion of candidates in the preparation process".

The reporter of Beiqing Daily noticed that such products are charged on a daily basis, ranging from 3 yuan to 25 yuan. At the same time, the merchants also launched products with different length of time, such as one week, half a month or one month. The highest price of products for one month is 600 yuan.

  tell about

The "supervisor" said that he had no national examination experience.

The hot sale of "learning supervision" products has also attracted attention among the preparation groups. Whether it is effective or not has become the most controversial topic among candidates.

Liu Ting (pseudonym), who bought this product, told the reporter of Beiqing Daily that she was preparing for the national examination this year, and once bought a product of "supervised (tutoring) learning". "But I think they did it very amateur, and then they didn’t continue to buy it."

Liu Ting told the reporter of Beiqing Daily that, according to the guidance of the merchants, she paid 10 yuan first, and then asked her how to help her prepare for the national examination. After adding the "supervisor" WeChat, the "supervisor" asked her if she had taken the civil service exam, what part she had learned from the latest exam? Liu Ting told each other one by one. After that, the supervisor asked Liu Ting to make his own study plan and specify the study tasks to be completed every day. "She said that she would let me send the completed pictures to her on WeChat to confirm whether the task was completed or not, and she would have to make a punishment plan if it was not completed."

"But what I am most concerned about is the ‘ Can provide counseling ’ 。” Liu Ting said that she was disappointed by the result of asking the "supervisor". "She is not an on-the-job civil servant, nor a staff member of a training institution. She has never even taken the civil service exam herself, and she has no experience at all. It is impossible to tutor candidates."

The reporter of Beiqing Daily noticed that on the evaluation page of such "learning supervision" products, many buyers gave favorable comments, and some buyers said that "supervision is still effective". "I used to set an alarm clock to remind myself, but I was always unconscious. Now that someone is with me, I always feel that I can’t be sorry for others or the money I spent." However, some buyers, like Liu Ting, mentioned that when buying products, the sellers said that they could "help" them with their studies, but in fact, they just "reminded them when the time comes, and left the news behind" and questioned that the merchants’ praise was "brushed out".

  seller

Failure to complete the plan will be fined.

Regarding the above questions raised by buyers, Beiqing Daily reporter asked several sellers. Some sellers bluntly said that they are "not civil servants, and they don’t have the experience of tutors to obtain civil servants", but they can urge buyers to learn by "increasing the frequency of supervision, such as contacting 10 times a day".

A merchant with a monthly sales volume of 75 told the reporter of Beiqing Daily that there were not many "learning supervision" products that they sold specifically for civil servants. "This is too professional." "The most products are the supervision products for postgraduate entrance examination, grading examination, IELTS test, and preparation for the final exam, as well as weight loss supervision, with the highest sales volume." According to the merchant, he is an ordinary office worker, and there are four or five other "supervisors" in the team, including office workers and students at school. "So there is relatively no pressure to tutor the final exams of primary and secondary school students."

The merchant told the reporter of Beiqing Daily that since selling the "learning supervision" products, he has met many strange buyers, and he will also put forward corresponding countermeasures. He further explained that some buyers said that they love to play mobile phones or games, and he would directly suggest that buyers change their mobile phones to "old man machines". "This way, they can’t brush WeChat, Weibo, watch dramas or play mobile games." Some buyers offered to write a letter of guarantee if they couldn’t finish the task, "If they can’t, let me send the letter of guarantee to their school in WeChat official account", and some buyers also offered to do squats, sit-ups and other punishment methods. However, the merchant bluntly said that he was most happy to receive a fine. "It was usually 5 yuan or 10 yuan for the first time, and then it doubled." "At most, customers fined 80 yuan."

When talking about the effect of products, merchants said that "many buyers have become serious through supervision" and only "a few people have no effect". However, the merchant told the reporter of Beiqing Daily that he usually serves more than 20 buyers alone. "Basically, a customer can only remind him several times a day." If the customer asks for reminders too often, he may not be able to do it well. In addition, the merchant also told the reporter of Beiqing Daily that if the product purchased by the buyer lasts for one week or more and feels that the effect is not good, it can communicate with the merchant to terminate the service at any time, "deduct the fee according to the number of days already used and return the remaining amount".

Candidates should treat "learning supervision" rationally

Chu Zhaohui, a researcher at the China Academy of Educational Sciences, told the reporter of Beiqing Daily that candidates preparing for the exam should keep a calm and rational attitude towards the phenomenon of "learning supervision" products selling well. Chu Zhaohui said: "The function of this service is to help you study regularly and control your time with the help of external forces when you can’t control it yourself." He believes that this can only play the role of reminding or mutual supervision of a certain group, and will not play a big role in the knowledge growth of candidates. "I hope candidates will not be confused by the propaganda that exaggerates the actual effect."

Researcher Chu Zhaohui analyzed whether "learning supervision" is applicable to all candidates, and it should be analyzed in detail. "Candidates should have a clear understanding of themselves: if a person has strong self-control, he does not need to use external forces at all; If a person can’t control himself and can grasp the time with the help of external forces occasionally, he can try this kind of paid service or seek the supervision of his partner; If a person’s self-control is too poor, even if he spends money and relies on external forces, he should not waste time and energy. "

In addition, for candidates who are preparing for the exam, researcher Chu Zhaohui reminded that to do anything, we must first make clear the goal; Secondly, we should make our own plans and arrange the schedule; Thirdly, we should learn to refuse some external "temptations", such as games and TV plays, and then get rid of some of our bad habits in stages. "For many people, this will solve the problem."

The introduction of legal status in the network car management measures is conducive to the healthy development of the industry.

BEIJING, Beijing, July 29 (Wu Tao) On the 28th, the "Interim Measures for the Management of Online Booking Taxi Management Services" (hereinafter referred to as the "Measures") was officially announced and implemented on November 1. The public is concerned about "Is the network car legal? Can a private car be converted into a private car? Does the network car need to be scrapped for 8 years? How to set the price? What conditions does the network car driver need? How to ensure passenger safety? How to protect personal information? " Equal focus questions are clearly answered one by one.

Focus 1: Is the identity of the network car still awkward?

The "Measures" give legal status to the industry and promote the healthy development of the industry

Didi, Uber, Shenzhou Special Car, Easy-to-use Car, and Shouqi Car all issued statements in support of the Measures on the 28th, arguing that the Measures fully considered the market demand, balanced the development of new and old formats, and endowed the online car industry with legal status, creating a fairer legal competition environment, which is of great positive significance for promoting the healthy and orderly development of the online car industry.

Zhu Wei, deputy director of the Communication Law Research Center of China University of Political Science and Law, said in an interview with Zhongxin.com that the Measures is the first formal legislation on online car rental in China and even in the world, which will greatly promote the development of the sharing economy and industry represented by China internet plus, better protect consumers’ rights and interests, safeguard the fairness of market competition in new industries, and better solve the staged problems in the replacement of old and new industries.

Yi Lee, deputy director of internet society of china "internet plus" Research and Consulting Center, said in an interview with Zhongxin.com that the promulgation of the Measures is of milestone significance to the development of the sharing economy. As a result, the development of the whole sharing economy will be favorable, and the investment industry’s favor for the sharing economy industry will be more obvious.

Focus 2: Can a private car be converted into a private car?

Eligible can be registered as an appointment to rent passenger vehicles.

Compared with the draft issued last year, the Measures no longer require the nature of vehicle use to be registered as "taxi passenger transport", but changed to "booking taxi passenger transport". Does this mean that private cars can also be converted into private cars? Yi Lee said, "My personal understanding is this."

At the press conference held by the State Council Office on the 28th, Liu Xiaoming, Vice Minister of the Ministry of Transport, said, "We have reasonably relaxed the conditions of the platform company of the network car, and do not require our own vehicles to adapt to the characteristics of the platform company’s light asset operation. This is the biggest feature."

The "Measures" show that the "Network Booking Taxi Transport Certificate" will be issued to vehicles that meet the requirements and are registered as reserved taxis. If the city people’s government has other provisions on the issuance of the "Network Booking Taxi Transport Certificate" for online car rental, those provisions shall prevail.

Focus 3: What are the scrapping standards for the network car?

Driving 600,000 kilometers, scrapping the driving life for 8 years, quitting.

What are the requirements for registered online car? Passenger cars with 7 seats or less; Second, install vehicle satellite positioning device and emergency alarm device with driving record function; Third, the technical performance of the vehicle meets the requirements of relevant standards for operational safety.

The "Measures" also stipulate that the specific standards and operating requirements of vehicles shall be determined by the corresponding taxi administrative departments in accordance with the development principles of high-quality service and differentiated operation, combined with local actual conditions.

In addition, the "Measures" stipulate that when the mileage of the network car reaches 600,000 kilometers, it will be scrapped; When the mileage does not reach 600,000 kilometers but the service life reaches 8 years, you will quit the network car business.

Gu Dasong, associate professor of the Law School of Southeast University and executive deputy director of the Research Center for Traffic Law and Development, said in an interview with Zhongxin.com that this means that the industry implements an access mechanism and sets a certain threshold for registered online car.

Focus 4: How to set the price of the network car?

Need to comply with state regulations, clearly mark the price war or put an end to it.

The Guiding Opinions of the General Office of the State Council on Deepening Reform and Promoting the Healthy Development of the Taxi Industry (hereinafter referred to as the Opinions) issued on the 28th clearly stipulates that the market-adjusted price should be implemented for online car rental, and the city people’s government can implement the government-guided price if it deems it necessary.

The "Measures" stipulate that the network car platform company shall announce and determine the meter pricing method that conforms to the relevant provisions of the state, reasonably determine the freight rate of the network car, and implement clear price tag. There shall be no unfair price behaviors such as crowding out competitors or monopolizing the market, operating at a price lower than the cost, disrupting the normal market order, damaging the national interests or the legitimate rights and interests of other operators, and there shall be no price violations.

Yi Lee believes that the regulation of the online car rental price this time is actually a balance of interests between the taxi and the online car rental. Liu Xiaoming also mentioned that the promulgation of the "Measures" fully absorbed the rational opinions and suggestions from all sides and comprehensively balanced the interests of all sides, which was finally formed after repeated discussions and revisions.

Will the network car burning money war disappear completely? Gu Dasong believes that the "burning money" war will not disappear completely, and price concessions can still be implemented under reasonable prices.

On the enterprise side, Liu Qing, the president of Didi, recently mentioned many times that it would reduce the subsidy for online car rental; The relevant person in charge of Yizhi Public Relations Department told Zhongxin.com that the online car market will gradually return to market rationality and develop in the direction of high quality, high price, personalization and humanization, and the previous price competition will turn to value and service competition.

Focus 5: Can a private car ride or carpool?

Encourage standardized development and formulate corresponding regulations in various places.

The "Opinions" propose to standardize the sharing of private passenger cars. Private car sharing, also known as carpooling and hitchhiking, is a shared travel mode in which the car sharing service provider releases travel information in advance, and people with the same travel route choose to take the car sharing service provider, share part of the travel cost or help each other for free.

The Opinions make it clear that carpooling of private passenger cars is conducive to alleviating traffic congestion and reducing air pollution. The city people’s government should encourage and standardize its development, formulate corresponding regulations, and clarify the rights and obligations of carpooling service providers, carpoolers and carpooling information service platforms.

The "Measures" stipulate that private car sharing, also known as carpooling and hitchhiking, shall be implemented in accordance with the relevant provisions of the city people’s government.

Focus 6: How to ensure passenger safety?

The driver has a strict entry mechanism and no driving record after drinking.

The "Measures" not only set requirements for vehicle performance, but also set requirements for drivers. If there is no traffic accident crime, dangerous driving crime record, no drug abuse record, no driving record after drinking, no record of 12 points in the last three consecutive scoring cycles, no violent crime record, etc. In addition, it is also stipulated that the network car platform needs to sign various forms of labor contracts or agreements with drivers.

Zhu Wei said that the "Measures" actually improved and refined the entry threshold for drivers and made passengers feel more secure. "In addition, the signing of the driver in the Measures, the positioning of the network car configuration, one-button alarm and other functions will greatly increase the difficulty of criminals committing crimes, thus ensuring passenger safety."

Before the promulgation of the "Measures", incidents of injuries to drivers of online car-related vehicles occurred from time to time, and the refusal to load and detour of online car-related vehicles also suffered a lot. The "Measures" also regulated the behaviors of drivers of online car-related vehicles, such as stopping passengers and detouring, and offenders would be punished.

Liu Xiaoming believes that the "Measures" have set strict access conditions for drivers of online car rides due to their high flexibility and difficulty in management and control, which can maintain public safety to the maximum extent and ensure road traffic safety and passenger travel safety.

Focus 7 How to protect personal information security?

Personal information of passengers shall not be provided to any third party.

The "Measures" stipulate that the network car platform company should inform the purpose, method and scope of the collection and use of personal information such as drivers, car owners and passengers in a significant way through its service platform. Without the express consent of the information subject, the network car platform company shall not use the aforementioned personal information for other businesses.

In addition to cooperating with the state organs to exercise supervision and inspection rights or criminal investigation rights according to law, the online car platform company shall not provide any third party with personal information such as the names, contact information, home addresses, bank accounts or payment accounts, geographical locations, travel routes, etc. of drivers, car owners and passengers, and shall not disclose sensitive information related to national security such as geographical coordinates and geographical markers.

The Measures also make it clear that online car-hailing platform companies should abide by the relevant national regulations on network and information security, and the collected personal information and generated business data should be stored and used in the mainland of China for a period of not less than two years. Unless otherwise stipulated by laws and regulations, information and data should not be exported.

Focus 8: Taxi or replaced by network car?

The number of online cars depends on passengers and the market.

Regarding the argument that traditional taxis will be eliminated, Liu Xiaoming said that cruise cars and online taxis have their own characteristics, and who they will be eliminated by depends mainly on passengers and the market.

Yi Lee believes that the "Measures" do not specify the number of online car-sharing, which reflects the principle of market regulation, which is a development opportunity for the online car-sharing platform.

Gu Dasong believes that the "Measures" have made detailed regulations on the price of online car, which will actually have an impact on the number of online car markets. In the future, it is more likely to rely on price norms, and then rely on market forces to adjust the number of online car.

The relevant person in charge of Didi told Zhongxin. com that at present, the online car ride only carries about 1% of the daily travel demand of urban population in China. The "Measures" deleted the quantitative restrictions in the original draft, and stipulated that the market adjusted price should be implemented in principle, giving the market, platforms and drivers greater autonomy.

"sauna day" is coming.

China Jiangsu Net News entered the "first crouch" in the dog days yesterday, and the weather also matched the "dog days" powerfully. The temperature went straight to 35℃, and the highest temperature in Taixing even reached 35.7℃. While the blue sky and white clouds reappear in Taizhou, the high temperature returns strongly, which is the hottest in a year. Whether you like it or not, it is coming.
It is understood that this year’s "dog days" total 40 days, which is the fourth consecutive year that our city has encountered the "extended version" of the "dog days". The hot mode of summer is about to start. Are you ready for this high-temperature protracted war?
Since the summer of May 14th this year, all parts of our city have generally experienced many "baking tests" in high temperature days. Among them, Hailing and Jingjiang have survived five high-temperature days respectively, Jiangyan and Xinghua have survived seven high-temperature days respectively, and Taixing, the "burning value" of off the charts, has even killed 12 of them, which once refreshed the record of the highest temperature this summer to 37.5℃ (June 26th).
The Municipal Meteorological Observatory said that under the control of subtropical high, the weather in our city will continue to be fine from Tuesday to Saturday this week. Among them, it will change from sunny to cloudy to sunny to partly cloudy in the next two days, which means the sunshine will be more vicious. During this period, the highest temperature during the day is around 35℃, and the burning feeling is obvious. The lowest temperature at night is basically 26℃ to 27℃, which is also very sultry.
It is expected that by Sunday, the city may be affected by the periphery of the tropical system, the weather will switch to cloudy to cloudy with showers or thunderstorms, and the temperature will drop slightly, at 26℃ to 33℃. This round of continuous high temperature weather may come to an end.
As the saying goes, "cold has three or nine, and heat has three volts." The dog days officially opened yesterday are another extended version. Judging from the situation in recent years, from 2015 to 2018, the city’s 40-day long rainy days have been four consecutive years.
According to experts from the Municipal Meteorological Observatory, starting from the summer solstice, according to the arrangement of the dry and branch dates, the third Geng Day began to fall. The first and last days are 10 days, while the middle period depends on the beginning of autumn time in those years. If it is 10 days after the middle period, it will be another 10 days before beginning of autumn. Therefore, there are cases in which the dog days are 30 days in some years and 40 days in some years. From the average analysis of climate, the dog days are in the midsummer heat, but it doesn’t last every day.
The grid load hit a new high this year yesterday.
Emergency plan to ensure safe and reliable operation of power grid
Since the plum blossom, the temperature in our city has gradually increased, which has brought about a rising power load. Yesterday, the highest load of the power grid was 4.322 million kilowatts, setting a new record this year, of which more than 30% came from air conditioning. According to the forecast, the highest dispatching load of Taizhou Power Grid this year is 4.9 million kilowatts, up 5.92% year-on-year.
In order to meet the peak summer, actively respond to the possible extreme high temperature weather and unplanned outage of power plant generators, State Grid Taizhou Power Supply Company has compiled the Emergency Plan for Power Supply in 2018 and the Order Table for Power Limit of Taizhou Power Grid Accidents in 2018.
Up to now, State Grid Taizhou Power Supply Company has completed the elimination of various key equipment and lines ahead of schedule, improved the health level of equipment, and ensured the "zero defect" operation of transmission, distribution and substation equipment. At the same time, strengthen the check of main transformer oil temperature, strengthen the close cooperation between county dispatching and transmission, transformation and distribution inspection personnel at all levels, monitor the operation of all kinds of power grid equipment and maintain some important transmission channels above 220 kV in real time, and deal with hidden dangers immediately when found.
In the next step, the company will also closely track the overloading of users’ equipment, increase the intensity and frequency of the rectification of users’ overload, and prevent the overload of power grid equipment caused by users’ overload or affect the stable operation of the power grid. Carry out special power grid anti-accident drills in a targeted manner, standardize the emergency duty system, and improve the accident handling ability and contingency ability of the operators. In addition, pay close attention to the changes of high temperature weather and the power supply and demand situation in the city, constantly optimize the operation mode of the power grid, and rationally distribute the load to ensure the safe and reliable operation of the power grid during the summer peak period.
High temperature allowance for 4 months in a row.
Raise the standard and issue 300 yuan every month.
The high temperature for several days failed to stop the construction progress of the rapid reconstruction project of Haijiang section of National Highway 328. In order to ensure that the project was completed on time, the operators of all participating units braved the heat, overcame difficulties and fought in the front line.
From a distance, pavers, rubber-tyred (steel-wheel) rollers, loaders, waterwheels, oil tankers, material trucks and many other types of work work work in an orderly manner. With the rolling of asphalt, the pavement has been formed in a short time, braving bursts of hot air, and it looks like an "open-air sauna room".
It is understood that with the gradual increase of temperature, all project departments of the project have taken corresponding measures, especially adjusting the construction period of aerial work, and starting work in non-urban sections early in the morning to avoid the high temperature at noon and prevent safety accidents caused by heatstroke in aerial work. In addition, each project department also set up a rest area in the operation section with relatively concentrated personnel, and prepared heatstroke prevention and cooling supplies such as herbal tea, cold boiled water, Huoxiang Zhengqi liquid and cool oil and medical boxes.
According to the relevant person in charge of the Municipal Bureau of Human Resources and Social Security, this year, our province raised the standard of high-temperature allowance, and paid 300 yuan every month for four months (June, July, August and September). If the employing unit arranges workers to engage in outdoor open-air operations in high temperature weather above 35℃ (including 35℃), and cannot take effective measures to reduce the workplace temperature below 33℃ (excluding 33℃), it shall pay high temperature allowance to the workers.
The wages of workers during normal working hours and the minimum wage standard stipulated by the state do not include the high-temperature allowance. The employer shall not reduce the wages of workers because of the high-temperature allowance, and the expenses of labor protection articles such as heatstroke prevention drinks and medicines provided by the employer shall not offset the high-temperature allowance.
If the employer fails to pay the high temperature allowance according to the regulations, the employee may report the complaint to the human resources and social security department, or apply for mediation, arbitration or bring a lawsuit according to law.
During the hot weather, the employing unit shall, according to the production characteristics and specific conditions, adjust the labor and rest system according to law, and take measures such as reasonably arranging working hours, rotating operations, appropriately increasing the rest time of workers in the hot working environment, reducing labor intensity, and reducing outdoor operations during the hot period to ensure safe production and ensure the health and life safety of employees.
The working hours of sanitation workers have been adjusted.
Leave work early, call it a night, and stop work at high temperature in the afternoon.
Continuous sultry weather will bring extremely adverse effects to sanitation operations and the health of sanitation workers. Recently, the Environmental Sanitation Department of the Municipal Urban Management Bureau held a production work meeting, formulated a work plan for heatstroke prevention and cooling during high temperature, and adjusted the outdoor working hours of sanitation workers to prevent heatstroke.
From July 14th, the Municipal Environmental Sanitation Department adopted the measures of "leaving work early, closing work late, and stopping work at high temperature in the afternoon (12:30-15:00)" to shorten the continuous operation time of front-line workers and ensure the health and safety of sanitation workers. At the same time, combined with the actual work needs, strengthen the overall dispatch of motor vehicles such as garbage trucks, compression trucks, small side loading trucks, small road maintenance vehicles, and micro road sweepers, and increase the frequency of mechanized cleaning and sprinkling water to reduce dust in a timely manner, which not only minimizes the labor intensity of sanitation workers, but also ensures the normalization of road environmental sanitation.
At present, the sanitation department has distributed towels, rendan, ten drops of water and other heatstroke prevention products to employees, and timely distributed high-temperature subsidies according to standards. Timely arrange staff to send water and medicine on the road, and set up tea supply points in various transfer stations, love stations and urban harbors, equipped with first-aid medicine boxes for heatstroke prevention.
According to the plan, the Municipal Environmental Sanitation Department has also set up a leading group for heatstroke prevention and cooling during high temperature, which is managed by sections, and the deputy directors in charge are responsible for supervising the implementation of various measures for heatstroke prevention and cooling in each district. Every day, each grass-roots department is on duty by a director, and each transfer station arranges a manager to be on duty, carefully counting the number of people before and after work, and immediately reporting to the leaders in charge in case of emergencies and emergencies to ensure timely and proper handling.
Sweating like rain, Taizhou players prepare for the provincial games
Losing weight has become the most devilish training for players.
For Taizhou athletes who are preparing for the provincial games, they are still sweating in the training room without air conditioning or even under the scorching sun this summer.
"There are still two months before the provincial games, so the athletes in our sports school have no holidays this summer." The relevant person in charge of the city sports school said.
At 3 o’clock yesterday afternoon, the temperature in the weightlifting hall of the city sports school exceeded 40 degrees Celsius. More than a dozen athletes are doing strength training in the museum. Most of the male athletes are shirtless, while the clothes on the female athletes have already been soaked with sweat.
An athlete told reporters that they had been training for half an hour in this weightlifting gym, which is similar to a sauna. During the interval of training, athletes will run outside the stadium from time to time to get some air. "If you stay in such a stuffy museum all the time, it is easy to get heatstroke, so you must constantly come out for air."
For some judo athletes, losing weight is more painful than exercising in the sun. In order to achieve the effect of losing weight quickly, these athletes have to wear thermal underwear and airtight coats for training in sauna days.
"Before every competition, you have to go through the process of losing weight." Jian Cao, head coach of the city judo team, said that if it’s fine in spring and autumn, once it’s summer, losing weight will become the devil’s training for the players. "Do you think about it, what does it feel like to train the players in thermal underwear on such a hot day? More enjoyable than a sauna! "
"Really, after training every day, we are all like fishing out of the water." An athlete said with a smile.
In fact, not only the judo team athletes need to lose weight, but also many athletes in wrestling, boxing and Sanda need to lose weight before the game.
The relevant person in charge of the municipal sports school said that with the approach of the provincial sports meeting, Taizhou athletes have a growing sense of urgency to prepare for the provincial sports meeting. "This summer, all sports teams in our sports school basically practice at least twice a day. No matter how hot the weather is, everyone insists, and the training time is at least 6 hours a day. Some sports teams also practice at night."
Zoo animals
Enter the "summer mode"
In hot weather, the animals in the city zoo are also undergoing "baking inspection". Install air conditioners and electric fans for animals, let them take a shower, take a cold bath, and set up a sunshade net … The administrators have come up with many ways to relieve summer heat and quench their thirst for them.
Tigers, bears and other wild animals are the animals most afraid of heat in the park. These days, the breeders also take special care of them. In addition to giving them a shower, they also add Rendan to the meat they feed to prevent them from being upset and hurting themselves at high temperature. At the same time, ice cubes will be added to the "private swimming pool" of tigers and bears every day, so that the beasts can enjoy the unique summer cold.
In the panda’s "home" in the zoo, two air conditioners have been installed for a long time, and they have been on every day for these two days. Red pandas are just like people. In hot weather, they will be depressed and too lazy to walk, and they will ignore anyone who teases them. "As long as the temperature exceeds 27 C, the air conditioner will automatically turn on." A keeper of the city zoo said that the cool environment made the little pandas feel much better. When they saw the keeper, they would take the initiative to come and say hello.
In some animal residential areas, managers have built arbor for animals to rest and avoid the suffering of roasting; Some pens also put ice cubes in them to let the animals touch and cool down. "As long as we can think of cooling facilities, we have installed them in place." The breeder said.
The diet structure of animals has not changed much during the summer, but fruit is an essential food to cool down and quench their thirst, especially watermelon, which is widely welcomed by animals.
Around 1 pm is the hottest time every day. As usual, the breeders opened the food warehouse, where hundreds of kilograms of watermelons were piled up. "Don’t look at such a big pile, the animals can eat fiercely. In about two or three days, these melons will be wiped out by them."
With that, the keepers picked up several big watermelons, cut them into many small pieces and fed them to the animals one by one. When several camels saw the watermelon held by the breeder, they were so happy that they jumped on all fours. After grabbing a piece of watermelon, they even ate the skin.

In the impression of many people, rugby is a sport that men like to play, which involves fierce physical confrontation, tackle and interception, and impact melee. However, in Wuhan, a sport different from American football-flag football has made many girls enjoy it and become popular among young people in Wuhan.

Waist flag football, a new choice for outdoor activities.

Waist flag rugby is named after the players wear the waist flag. It is not allowed to hug and push people in the game. When the defender pulls down any waist flag on the belt of the attacking player with the ball, the attack is stopped. It is a safe "non-collision" sport.

In Wuhan, the first gathering place for flag football fans is Wuhan Huddle. "Huddle" is a technical term in football. It is a signal that the team captain holds his fist high and calls the players together to discuss tactics. It also means unity.

In the flag football game

On August 30th, 2021, Wuhan Huddle organized the first activity in Xu Dong Pinmao. Since then, through the guidance of professional coaches and community promotion, flag football has gradually become popular among young people in Wuhan, and the registration for activities is often filled as soon as the registration link is released. From the initial increase of one activity a week to 3-4 activities a week now, it is still difficult to meet the demand.

On December 26, 2021, Wuhan Huddle held the first theme event: the flag was holy-the Christmas flag fight. The event was full of laughter and laughter, without losing the impression of competitive games. Everyone felt the double happiness of Christmas and flag football.

The reporter learned that in more than four months, Wuhan Huddle successfully held more than 30 events, served more than 800 people, and the community has grown to nearly 600 people.

Catch the ball instantly

"I come to the Optics Valley Training Ground once a week to participate in the training of waist flag football. After two classes with the coach, I can already participate in the competition." Zhu Xiaoyan, a flag football fan from a state-owned enterprise in Optics Valley, told reporters. Zhu Xiaoyan accidentally fell and hurt her left foot in the flag football match a week before Women’s Day, and several layers of bandages were still wrapped on her foot. Although she could not go to the training ground, she still came to the training ground to train with her friends on the training day. Her love for this sport can be seen.

Qin Chuan, the manager of Wuhan Huddle, told Jimu journalists the vision of preparing for the event. "Vigorously promote the flag football in Wuhan, so that everyone who comes into contact with the flag football can feel the fun of football, and then select a group of fans who have the ability and ideas to form a flag football team in Wuhan and build a flag football match belonging to Wuhan."

Break through with the ball

Wuhan’s first women’s flag football team came into being.

With more and more flag football fans joining the team of Wuhan Huddle, the first and only women’s flag football team in Wuhan came into being, which added a touch of beautiful color to the passionate stadium on weekdays.

Waist flag rugby women’s team photo

Wang Shida, the head coach who has been training with the women’s team, told the Jimu journalist, "The Wuhan Waist Flag Rugby Women’s Team was established after 2022. At present, it is training 16 players once a week, and now it is ready to make an appointment with the Shanghai team. The game will be held during May 1 this year." Since most of the women’s team members are not professional players, Wang Shida will give serious and meticulous technical explanations to the girls one by one on the training ground. When passing and catching the ball in training, every time the players receive a beautiful long pass, Wang Shida will shout loudly to the players present. "Nice!" To show encouragement, during the interval of training, Wang Shida raised his fist and shouted "Huddle!" Gather the players into a ball, and the unity spirit of football appears at this moment.

Why do girls like flag football? Wang Shida gave the answer: "The flag-raising form in the process of waist flag football match is similar to tearing famous brands, which is very entertaining. Moreover, it doesn’t need sports foundation, it is easy to get started, and there is no requirement for the number of people. It can also achieve mixed team competition between men and women. At the same time, it retains the unique charm of the football game, requires tactical design, division of labor and cooperation, and requires the combination of physical strength and brain power, so it is popular among young people, especially women. "

It is understood that Wang Shida, as a professional athlete, has won the championship of China Professional Rugby League and the national championship of National Rugby League. At present, he is the head coach in Wuhan Huddle, and he is focusing on adult flag rugby teaching, passing on his professional flag rugby knowledge to every participant in an entertaining atmosphere.

In the training of women’s team members

"Football brings me a lot of emotional memories."

"In real life, I am a psychological counselor who is engaged in a job that seems to be full of negative energy and heavy pressure. Exercise has become one of the most effective ways for me to decompress. I have been in contact with Wuhan Waist Flag Rugby for nearly half a year and participated in Wuhan Waist Flag Rugby Women’s Training for almost three months. During these days, rugby not only brought me pleasure, but also gave me an opportunity to link with the past college life complex. " Bing Bing, a member of the women’s football team of Wuhan Huddle Waist Flag, told reporters that football brought her many emotional memories.

In the women’s football team competition with waist flag

Bing Bing studied at the University of Alabama in the United States. The school is famous for having the most legendary football team in the United States, the Red Tide Storm Team of the University of Alabama, and the strongest sports atmosphere. It is also in the college era that Bing Bing began to pay attention to football, from not knowing the rules to watching the game with the season, and his love for football became stronger and stronger. After returning to China to settle in Wuhan, Bingbing didn’t have a chance to get in touch with rugby again. It was not until she entered the Wuhan Huddle waist flag rugby women’s team that she regained her obsession with rugby.

"In the past few months, I have pushed away a lot of socializing and strived for a training session. In addition to my love of football, I feel the strength of the female team in it. Our paranoia, love and competitiveness in sports are vividly reflected in the sport of flag football. In real life, our occupation and origin are just a background, and the dynamic characters on the court bring emotional exchange and experience transfer, which I think is one of the greatest charms of this sport. I will try my best to keep this exercise habit. It is a link to my emotional memories and my obsession and love for this sport. " Bing Bing told reporters.

Earn money by interest alone. Details of high-interest lending by millions of cadres are disclosed.

Recently, the procuratorate of Fuzhou City prosecuted Gao Lianzhu for the crime of accepting bribes and transferring loans at high interest. In November last year, 53-year-old Gao Lianzhu took the initiative to surrender himself as the party secretary of Fuzhou Municipal Bureau of Statistics, and his alleged "high-interest loan transfer crime" attracted much attention.

The crime of lending at a high interest rate refers to the act of taking credit funds from financial institutions and lending them to others at a high interest rate, with a large amount of illegal income. In recent years, this crime has frequently appeared in the notification of the investigated public officials. In this way, they can easily "borrow money to make money".

Jia Fenqiang, former deputy director of the Public Security Department of Ningxia Hui Autonomous Region, borrowed 3 million yuan, and after lending it to others at a high interest rate of 5 times, he easily made a profit of more than 1.05 million yuan; Qin Guoyou, the former deputy researcher of Luzhai County Committee of Guangxi, borrowed 3.05 million yuan, and made a profit of more than 1.19 million yuan after high-interest lending; Luo Fuyang, former deputy mayor of Fuzhou City and former director of the Municipal Public Security Bureau, raised funds through bank loans, and then lent money to Chen Moumou and others at high interest rates, earning more than 6.5 million yuan.

According to relevant reports, China News Weekly covers a wide range of public officials involved in such issues, including party committees and government officials, as well as senior bank officials and state-owned enterprise executives. There are both deputy directors of the provincial public security department and grassroots cadres. Not only did they lose their public office, but they were also jailed.

Mao Jiangping, a member of the Supervision Committee of Jiangshan City, Zhejiang Province, said in an interview with the media that the advantage of public officials in obtaining credit funds has made a small number of people use their brains and even take risks and try their best.

Mao Zhaohui, executive director of the China Supervisory Society and director of the Anti-corruption and Clean Government Policy Research Center of Renmin University of China, told China Newsweek that the high-interest lending behavior of public officials often involves the influence of personal power, which is more harmful and more concealed. After they use the influence of personal power to borrow money, they raise interest rates to lend money, disrupting the financial market order and increasing financial risks.

The shadow of power behind arbitrage

According to the law, when a loan applicant borrows from a financial institution, it is necessary to state the legal purpose of the loan and the term of the loan. Because public officials can’t run enterprises through business, many cases show that they usually take out loans on the pretext of housing renovation, and then transfer them to loans at high interest rates.

Jia Fenqiang, former deputy director of the Public Security Department of Ningxia Hui Autonomous Region, is a typical case. In September 2016, Jia Fenqiang was sentenced to 15 years’ imprisonment and fined 2.1 million yuan by the zhongwei Intermediate People’s Court.

Zhongwei Intermediate People’s Court found that Jia Fenqiang obtained a loan of 3 million yuan from the bank through his friend by signing a fake house renovation contract, with a monthly interest of 5% and a loan term of one year. After the loan was issued, Jia Fenqiang immediately lent all the loans to a microfinance company at a monthly interest of 2.5%. After several loan renewals, he made a profit of more than 1.05 million yuan.

An insider familiar with the local political and legal system in zhongwei told China Newsweek that the loan took place in October 2012, when Jia was a member of the Standing Committee of Yinchuan Municipal Committee, secretary of the Political and Legal Committee, and director of the Municipal Public Security Bureau, and the bank involved was Shizuishan Bank. "At that time, other bank leaders offered to provide loans for Jia in order to close the relationship with Jia Fenqiang, but in the end he chose Shizuishan Bank."

Public officials who take loans on the grounds of housing renovation are not cases. The website of the State Supervision Commission of the Central Commission for Discipline Inspection once published a document about the case of Wang Pengxiang, former vice president of the Jiaojiang District People’s Court in Taizhou, Zhejiang.

In January 2014, Wang Pengxiang took a property under the name of his wife Ye Moumou as collateral, forged renovation contract, and applied to a banking institution for a decoration consumer loan of 2 million yuan. In November 2014, the loan reached the account of the fake decoration contractor designated by Wang Pengxiang, and then the money was transferred to Wang Pengxiang’s mother-in-law account through her company employee Xu Moumou. On the day of lending, Wang Pengxiang immediately lent the money in his account to three stakeholders to earn the interest difference. According to the investigation, the interest income collected from Wang Pengxiang’s reloaning was as high as 1,504,800 yuan, and the interest on bank loans was 320,200 yuan, resulting in illegal profits of nearly 1.2 million yuan.

There are also cases that show that some public officials consciously have no hope of promotion, and they want to make a fortune by lending at high interest. At the beginning of 2009, Wang Moumou, a friend of Qin Guoyou, a deputy researcher of Luzhai County Committee in Liuzhou City, Guangxi Province, who was engaged in real estate business, learned that there were many sets of idle properties for rent when he was short of funds and difficult to borrow, and told Qin that it was a waste of resources to use the property only for rent. Wang Moumou advised Qin Guoyou to mortgage the property to the bank to get a loan from it, and then lent the loan to him, promising to give Qin Guoyou 50% interest every year.

At that time, Qin Guoyou had worked as a deputy researcher of the county party committee for six years, and he thought, "Since ‘ Guanlu ’ Poor, turn away ‘ Trade routes ’ " That’s fine. From 2009 to 2013, in the name of herself and her daughter, Qin borrowed from Guangxi Luzhai Rural Cooperative Bank for four times (totaling 3.05 million yuan) on the grounds of purchasing excavators, and then lent the loans to Wang Moumou and Zhang Moumou, and charged interest. After investigation, Qin Guoyou made a total profit of 1.19 million yuan through high-interest lending.

In 2015, the Liuzhou Municipal Commission for Discipline Inspection interviewed him. When interviewed, he took the initiative to explain the fact that high-interest loans were transferred, but he believed that "this kind of behavior is only engaged in profit-making activities in violation of regulations, and it is enough to carry a punishment, and there is no need to return the illegal income." When the organization department asked him to hand over the illegal income, he refused to hand it over on the grounds that he had no money.

On February 14th, 2019, Qin Guoyou was sentenced to three years’ imprisonment by the People’s Court of Chengzhong District, Liuzhou City, for committing the crime of loaning at a high interest rate, recovering illegal income of 1.19 million yuan and fined 1.5 million yuan.

According to an interview with China Newsweek, many officials at the departmental level are also involved in the problem of high-interest loans. For example, Luo Fuyang, former deputy mayor of Fuzhou City, Jiangxi Province and former director of the Municipal Public Security Bureau, made a profit of more than 6.5 million yuan through illegal lending at high interest rates. Ye Shengkun, former deputy director of the Standing Committee of Meizhou Municipal People’s Congress in Guangdong Province, and Laynamor’s F, former deputy director of the Standing Committee of Yingkou Municipal People’s Congress in Liaoning Province, and other officials who fell off the horse, also mentioned the suspected crime of lending at high interest rates.

Many cases show that there is a complete interest chain in the case of public officials transferring loans at high interest rates. This chain is centered on public officials, down to the enterprises or individuals who actually use this loan, up to the relevant person in charge of the lending financial institution, and there are agents in the middle.

Baoping Li, a researcher at the Institute of Sociology and Law of Ningxia Academy of Social Sciences, said in an interview with the media that the business owners borrowed usury from leading cadres, in addition to the need for capital turnover, and more importantly, in order to maintain the relationship, which can be said to be a disguised form of interest transfer.

The "financial ghost" in the secret chain

"Half-monthly Talk" once commented that in some high-interest lending cases, some leading cadres repeatedly borrowed a large amount of money from banks on the grounds that their houses needed renovation, and the "renovation loans" of millions of dollars obviously exceeded the normal renovation demand. These obvious irrationalities reflected that financial institutions had management loopholes in the use of funds for loans involving public officials.

Why are financial institutions willing to lend to public officials at low interest rates? According to an interview with China News Weekly, because public officials have stable jobs and salaries, they are relatively high-quality customers for financial institutions, so they will formulate corresponding preferential policies for specific groups such as public officials.

An interviewed public official in the political and legal system told China Newsweek that many bank staff even took the initiative to go to his unit to promote credit business. "They took photos of our work documents and asked us to fill out a form, so they could get a loan of 300,000 yuan, or even more, and the loan interest rate would be obviously favorable. Although the salesperson said that the funds could not be used for high-interest loans and other purposes, there was no follow-up management. "

Mao Lixin, executive director of the Criminal Defense Research Center of China University of Political Science and Law and director of Beijing Shangquan Law Firm, told China Newsweek that the frequent occurrence of such cases revealed that financial institutions had certain problems in pre-loan review, loan management and post-loan tracking. In the pre-loan review stage, financial institutions neglected to review their loan contracts because they regarded public officials as "quality customers", and even turned a blind eye; In the process of issuing loans, the direction and practical use of this money were not carefully checked; After lending, it is rarely monitored whether the funds are used according to the agreed purpose.

He said that in such cases, if the financial institution finds that the purpose written in the loan contract is false and continues to lend, the amount is more than 2 million yuan or the direct economic loss is more than 500,000 yuan, the relevant staff of the financial institution is suspected of committing the crime of illegally issuing loans.

Even so, there are still people in charge of financial institutions who play the role of an "inside ghost" for reasons such as the exchange of interests with public officials, and illegally lend money to help public officials make profits through high-interest loans.

In May 2018, the Supervision Committee of Zhengzhou City Commission for Discipline Inspection received a clue from the Supervision Committee of Henan Provincial Commission for Discipline Inspection about Yang Hongwei, deputy mayor of gongyi city, who was suspected of violating the law. Among them, some people reported that Yang Hongwei used his power to obtain large amounts of funds from banks for lending, so as to obtain high interest.

According to the circular, in 2013, Wang Moufan, then director of Beishankou Rural Credit Cooperatives in Gongyi, thanked Yang Hongwei for his help in completing the storage task of the rural credit cooperatives, and agreed with Yang Hongwei to borrow 2 million yuan from Beishankou Rural Credit Cooperatives in the name of his brother Yang Moujun by signing a false contract, and Wang Moufan lent it to a real estate company, and the high interest of 1.02 million yuan obtained was dominated by Yang Hongwei.

According to the circular, Yang Hongwei’s modus operandi is hidden, and whether he borrows money from rural credit cooperatives or enterprises, he does it through "agent" Yang Moujun, while Yang Hongwei gains benefits from stealth.

There are also some principal responsible persons of financial institutions who even steal from themselves and start the business of lending at high interest. Kong Caimei, a former vice president of Yunnan Fudian Bank, was told that although she was paid millions of dollars a year, she was not satisfied, and she was thinking about how to make Qian Shengqian and interest. In the process of approving the loan, she learned that many private entrepreneurs were short of funds, which gave birth to the idea of usury. Kong Caimei borrowed the money she raised at high interest rate, "being a bank president during the day and a banker at night". After investigation, Kong Caimei was suspected of many illegal and criminal acts such as corruption, bribery, and high-interest lending, and the total illegal income was more than 31.8 million yuan.

Peng Xie, the former president of Dianchi Sub-branch of Kunming Branch of China CITIC Bank, first got to know all kinds of people with resources and capital needs as the president of the bank, and cast a net for high-interest lending. Then he negotiated with others to apply for a loan at his own branch and lent it at an annualized income of 15%. Since then, he took advantage of his position to promote the "green light all the way" of the bank loan approval process, turned a blind eye to the forged loan materials, and successfully lent the obtained loans to obtain high profits. After investigation, it used its authority to transfer loans at a high interest rate and made a profit of 710,000 yuan.

Gu Chao, a graduate tutor at Yangzhou University Law School, told China Newsweek that in the case of "inside job stealing" by the principal person in charge of such financial institutions, whether there is greater social harm due to their status will be considered, and comprehensive consideration will be given when sentencing. At the same time, the identity of this group also determines that they may be accused of lending at high interest and illegally issuing loans.

Why are not many people investigated for criminal responsibility?

The crime of loaning at high interest is a new crime in the criminal law in 1997. According to the amount of illegal income from loaning at high interest, the perpetrator will be sentenced to fixed-term imprisonment of not less than three years but not more than seven years, and fined not less than one time but not more than five times the illegal income.

Wang Xin, a professor at Peking University Law School and vice president of the Financial Legal Behavior Research Association of China Behavioral Law Society, told China Newsweek that the background of this crime was very special. In 1997, there was no crime of lending at high interest in the draft revised criminal law submitted to the National People’s Congress for deliberation. However, during the discussion of the two sessions, some NPC deputies from the banking sector advocated adding this crime. Their reason is that after the loan was issued, many borrowers did not use it for the purpose they claimed when applying, but lent it to others at high interest rates and ate the interest difference.

"These representatives believe that this part of the loan was originally used in projects related to the national economy and people’s livelihood, but it was used in other projects, and it is easy to cause loan risks after lending. In the end, the legislature adopted this proposal and added this crime in the adopted draft. " Wang Xin said.

Gu Chao said that when the crime of high-interest lending was added to the criminal law, all banks in China were owned by the whole people. At that time, the establishment of this crime was also considered from the perspective of the security of state-owned assets and the security of credit funds of financial institutions.

He told China Newsweek that in judicial practice, the crime of loaning at high interest may be mixed with some crimes in the downstream (if some of them are included in the crime of money laundering), and some cases may not be reflected as a separate crime. In addition, some cases are classified and not open to the public, so it is difficult to make statistics on the number of cases involving this crime over the years since its establishment. However, from the public notice, cases involving such crimes are still common in recent years.

Tong Xiaohui, the first-class police chief and public lawyer of Gongshu Branch of Hangzhou Public Security Bureau, said in an interview with China News Weekly that in cases involving high-interest lending, if the high-interest lender pays off the loan within the agreed time and does not cause losses to the bank, it is rarely exposed. Moreover, when such personnel transfer loans at high interest rates, they may not necessarily explain the source of funds to the lending target. "For the economic investigation department of the public security organ, compared with fund-raising fraud and contract fraud, high-interest lending will be more concealed."

Tong Xiaohui said that there are two main types of clues for public security organs to receive high-interest loans: the high-interest lenders did not pay off the bank loans, and the banks took the initiative to report the case after discovering the clues; The Commission for Discipline Inspection and Supervision found clues that public officials involved in high-interest loans and transferred them to public security organs.

A cadre of discipline inspection and supervision in Zhejiang Province told China Newsweek that it is not uncommon for enterprises and public officials to lend at high interest in practice, but not many people are investigated for criminal responsibility for this crime in practice. "Public officials’ duty crimes are under the jurisdiction of the Supervisory Committee, and the crime of lending at high interest is under the jurisdiction of the public security organs. In the face of a large number of high-interest loans, law enforcement officers will not and cannot all be sentenced. If such public officials have a good attitude, the supervisory Committee will generally not transfer clues to the public security and investigate the crime of lending at high interest. "

Many interviewees also said that the public knows most about the crime of accepting bribes and corruption when public officials violate the criminal law, and they have very limited knowledge about the crime of loaning at high interest, which also makes some people unaware that this is an illegal act even if they know that there are people around them. Some interviewees also said that the public officials around him thought that it was normal to transfer loans at high interest rates, and even this was a smart person who could manage money.

In addition, Mao Zhaohui believes that the crime of high-interest lending in criminal law has not been revised so far. With the emergence of some new manifestations in judicial practice, criminal acts have become more complicated, some involving illegal acts and some involving disciplinary acts. Crimes involve a wider range of people, including government, political and legal organs, officials of the financial system, etc., and some also involve agents. He believes that it is necessary to introduce judicial interpretations to further refine different situations.

In real cases, compared with the fact that public officials can usually get loans by virtue of credit, private entrepreneurs often need mortgage loans. The more poorly managed, the more difficult it is for enterprises to get loans. This is also considered to be one of the reasons why private entrepreneurs raise interest rates and transfer loans through channels such as public officials.

Gu Chao has done research, and the loans of business owners are generally mortgage loans, and the total amount of loans will not exceed 60% or 50% of the valuation of real estate or chattel market.

Shen Yufu, the legal representative of Hunan Zhanhong Construction Engineering Investment Co., Ltd., told China Newsweek that in 2009, he was in urgent need of funds because of problems in business operation, and wanted to borrow 10 million yuan from a local bank. Therefore, he mortgaged several sets of his own properties with a total market valuation of about 20 million yuan to the bank, but he still failed to obtain bank loans.

Shen Yufu said that in desperation, he raised interest rates and lent more than 6 million yuan to public officials in Xiangtan’s political and legal system through agents.

Several interviewees, including Wang Xin, told China Newsweek that banks should fully evaluate the actual needs of those at the end of the interest chain of high-interest lending (referring to the "lenders" who finally take over the offer, such as private entrepreneurs), and give them more loan support to make the high-interest lenders lose their existence space.

Mao Zhaohui pointed out that the high-interest lending behavior of public officials involves a wide range and has the characteristics of professionalism and concealment. The crackdown can not only rely on the discipline inspection and supervision organs, but also strengthen the collaborative supervision supported by big data supervision, and investigate and punish it through various forms such as inspections, inspections, discipline inspection and supervision, and auditing.

Recently, "China Discipline Inspection and Supervision Newspaper" issued a document quoting several discipline inspection and supervision cadres, saying that there is still a lack of supervision on high-interest lending. Among them, both the actors repeatedly transfer funds to avoid supervision, and the cooperation channels between relevant departments and financial institutions have not been fully opened, so it is impossible to achieve full coverage supervision.

Wang Xin believes that in the future, banks should strictly examine borrowers, establish a loan credit system, and cancel their future loan qualifications for those involved in high-interest lending. After lending, banks should follow up and supervise the use of loans and punish them in time when problems are found.

According to the article in the China Discipline Inspection and Supervision Newspaper, the supervisory committees of multi-disciplinary committees have taken measures to supervise the high-interest lending behavior of public officials. For example, the relevant person in charge of the Supervision Committee of the Wuhua District Commission for Discipline Inspection in Kunming City, Yunnan Province believes that the discipline inspection and supervision organs should urge the financial supervision departments to perform their duties, strengthen supervision over financial institutions to carry out credit granting for public officials, and strictly examine the use of public officials’ loans. The Supervision Committee of the Commission for Discipline Inspection of Nanping City, Fujian Province, combined with the newly revised "Regulations on Reporting Personal Matters of Leading Cadres", strengthened the briefing and problem investigation of untrustworthy public officials, and investigated whether there were problems of high-interest lending and illegal participation in private lending.
