On October 19th, official website, Chengdu Urban and Rural Real Estate Administration, issued the "Circular of Chengdu Urban and Rural Real Estate Administration on the Handling of Recent Violations in Commercial Housing Sales Market (Cheng Fang Fa [2016] No.116)" (hereinafter referred to as the "Handling Circular"), which notified the illegal enterprises in the recent special rectification activities of commercial housing market order in Chengdu and announced the corresponding handling methods.
3 developers were fined for malicious speculation and driving up house prices.
According to the "Handling Notice", during the special rectification activities, it was found that some real estate development enterprises maliciously speculated and bid up house prices by fabricating or spreading price increase information, and did not meet the sales conditions of commercial housing and charged the buyer the fees of the nature of the reservation; Some real estate brokerage agencies act as agents to sell commercial houses that do not meet the sales conditions and other illegal acts.
In order to further strengthen the development enterprises’ awareness of legal, honest and standardized operation, and maintain a good sales order in the real estate market of our city, it is decided to fabricate or spread price increase information, malicious speculation and bid up the "Zhonghai Xiyuan" project development enterprise Zhonghai Jiacheng (Chengdu) Real Estate Development Co., Ltd., "Xinding Dingnan Chuanyu" project development enterprise Sichuan Xinjing Industrial Co., Ltd. and "Binjiang Hecheng" project development enterprise Chengdu Xingsheng Real Estate Co., Ltd.
Investigation on the punishment of "Longji Yujin" and "Wanda No.1"
At present, Chengdu Housing Management Bureau has informed the buyer in advance of the administrative punishment for the behavior of Chengdu Baoxin Investment Co., Ltd., the project development enterprise of "Poly Xuefu City", and Chengdu Langyuan Real Estate Development Co., Ltd., the project development enterprise of "Langji Yujinyuan", which are suspected of not meeting the sales conditions of commercial housing. Chengdu Tianfu Wanda Real Estate Co., Ltd. and Kaiya (Chengdu) Real Estate Co., Ltd., the development enterprise of Wanda No.1 project, have been investigated for allegedly charging the buyer the fees in the nature of the advance payment, and Sichuan World Bank Xingye Real Estate Consultant Co., Ltd. and Chengdu Fiona Fang Real Estate Marketing Real Estate Co., Ltd. for allegedly selling commercial houses that do not meet the sales conditions.
Finally, the "Handling Circular" pointed out that it is hoped that all real estate development enterprises and brokerage institutions will take a warning and draw inferences from others. Strictly follow the Notice of the Ministry of Housing and Urban-Rural Development on Further Standardizing the Operation Behavior of Real Estate Development Enterprises and Maintaining the Order of the Real Estate Market (J.F. [2016] No.223) and the Notice of the General Office of Chengdu Municipal People’s Government on Several Measures to Promote the Stable and Healthy Development of the Real Estate Market in Our City (Cheng Ban Fa [2016] No.37), further standardize the sales behavior of commercial housing, maintain the market order, purify the market environment and jointly safeguard the stable and healthy development of the real estate market.
